Արթուր Աղաբեկյանին մեղադրանք է առաջադրվել «Մարտիկ» հիմնադրամի գումարները վատնման եղանակով հափշտակելու համար

ՀՀ քննչական կոմիտեի հատկապես կարևոր գործերի քննության գլխավոր վարչության վարույթում քննվող քրեական գործով ձեռնարկված մեծածավալ քննչական գործողությունների արդյունքում առանձնապես խոշոր չափերի գումարի վատնման դեպքեր են բացահայտվել «Մարտիկ» հիմնադրամում. մեղադրանք է առաջադրվել հիմնադրամի հոգաբարձուների խորհրդի նախագահ Արթուր Աղաբեկյանին։ Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

«Մարտիկ» հիմնադրամում առերևույթ չարաշահումների դեպքի առթիվ քրեական գործը հարուցվել է՝ Երևանի ավագանու «Ելք» խմբակցության անդամ Անահիտ Բախշյանի դիմումի հիման վրա, 2018 թվականի հուլիս ամսին։ Մշակվել է քննչական պլան, և ձեռնարկվել անհրաժեշտ քննչական գործողություններ՝ բազմակողմանի, օբյեկտիվ և լրիվ քննությունն ապահովելու համար։

Արդյունքում պարզվել է, որ «Մարտիկ» հիմնադրամն ստեղծվել է 2002թ., որի կանոնադրային նպատակներն են հանդիսացել Հայաստանի Հանրապետության զինված ուժերի սպայական կազմի կրթմանն ու վերապատրաստմանը, այդ բնագավառի նյութատեխնիկական բազայի հարստացմանը, ռազմական գիտության զարգացմանն աջակցելը, իսկ խնդիրներն են հանդիսացել կազմակերպչական, կրթական, բարեգործական, քարոզչական և այլ ծրագրերի մշակումն ու իրականացումը, գիտնական զինվորականների, դասախոսների և ուսանողների պատրաստման և վերապատրաստման, արտերկրում կազմակերպվող գիտաժողովների և այլ ծրագրերի՝ նրանց մասնակցության ֆինանսական օժանդակությունը, շնորհալի ուսանողների կրթաթոշակների հիմնումը և վճարումը:

Ձեռք բերված փաստական տվյալների համաձայն՝ հիմնադրամի միջոցներն առանձին դեպքերում ծախսվել են կանոնադրությամբ սահմանված նպատակներին ու խնդիրներին հակառակ։ Մասնավորապես՝ առանձնապես խոշոր չափերի գումարներ են ուղղվել տարբեր անձանց համար ռեստորաններում և հյուրանոցներում հյուրասիրություններ կազմակերպելու, հիմնադրամի հետ առնչություն չունեցող տրանսպորտային միջոցների համար պրեմիում տեսակի բենզին ձեռք բերելու, տարբեր անձանց թանկարժեք նվերներ մատուցելու համար։

Առերևույթ չարաշահումներն արձանագրվել են 2012-2016թթ. ընթացքում, որոնց հետևանքով՝ վատնման եղանակով հիմնադրամին պատկանող միջոցներից հափշտակվել է, նախնական գնահատականով, 54.083.860 մլն ՀՀ դրամ։ Քրեական գործով պարզվել է, որ նշված ժամանակահատվածում հիմնադրամի հոգաբարձուների խորհրդի նախագահ է հանդիսացել Արթուր Աղաբեկյանը, ով ունեցել է հիմնադրամի աշխատակազմի գործունեությունն անմիջականորեն ղեկավարելու իրավասություն և փաստացի միանձնյա տնօրինել հիմնադրամի գույքը։ Բավարար տվյալներ են ձեռք բերվել նաև առ այն, որ հիմնադրամի միջոցների մի մասը ծախսվել են այն հանգստյան գոտու ռեստորանում հյուրասիրությունների կազմակերպման համար, որի բաժնետոմսերի 40 տոկոսը պատկանել է Արթուր Աղաբեկյանին։

Մինչդատական վարույթում ձեռք բերված ապացույցների հիման վրա՝ օգոստոսի 29-ին Արթուր Աղաբեկյանին մեղադրանք է առաջադրվել՝ ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 3-րդ մասի 1-ին կետով։ Նրա նկատմամբ որպես խափանման միջոց է ընտրվել ստորագրություն՝ չհեռանալու մասին։

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
