ՀԱՅԱՍՏԱՆԸ՝ ՆԵՐԴՐՈՒՄՆԵՐԻՆ ԸՆԴԱՌԱՋ

ՀՀ-ն այսօր կանգնած է բավականին լուրջ մարտահրավերների առաջ: Եթե հաշվի առնենք այն աշխարհաքաղաքական զարգացումները, որը տեղի է ունենում մեր տարածաշրջանում, ապա կարող ենք եզրակացնել, որ տուրբուլենտության աստիճանը բավականին վտանգավորի շեմին է, և ցանկացած պահի կարող են, տեղի ունենալ էսկալացիոն զարգացումներ:
Սրան զուգահեռ հայաստանյան ներքաղաքական կյանքն իր հերթին լուրջ անցումային փուլում է, և դրանով պայմանավորված երկրի ներսում ոչ այնքան նպաստավոր տնտեսական դաշտ է ձևավորված: Գրեթե բոլոր մասնագետներն, այդ տվում ֆինանսատնտեսական բլոկի պատասխանատուները, խոսում են երկրի տնտեսությանն արհեստական դրամային ներարկումների անհրաժեշտության մասին: Ներդրումների համար երկրում բարենպաստ միջավայր ունենալու համար, ինչ խոսք, պետք է լինի կոռուպցիայի և մենաշնորհների դեմ պայքար, տնտեսական դաշտում տիրի թափանցիկության և հավասարության մթնոլորտ: Այստեղ կարևոր է ընդգծել հետևյալ դրույթը. եթե Հայաստանը լինի անգամ աշխարհի ամենազարգացած և ժողովրդավար երկրը, և երկրում չլինի ոչ մի կոռուպցիոն ռիսկ, շուկայի փոքրության պատճառով այստեղ առաջնային է զգացմունքայնության ֆոնը, քանի որ դրա հիմնական պատճառը հայաստանյան շուկայի փոքրություն է և ռիսկային լինելը:
Այստեղ հատկանշական է փաստել հետևյալ մի քանի կարևոր ատրիբուտը. ՀՀ աշխարհաքաղաքական դիրքը, աշխարհատնտեսական կարգավիճակը և ներքաղաքական զարգացումները ստեղծում են ոչ կայուն և ռիսկային պայմաններ:
Ասվածի վառ օրինակ կարող է հանդիսանալ վերջերս վարչապետի Մոսկվա կատարած այցը, երբ տեղի ունեցավ մոսկվայաբնակ հայ գործարարների հետ հանդիպումը, ինչի արդյունքում 30 հայ գործարարներ պատրաստվում են ՀՀ-ում ներդրումներ կատարել. ըստ տեղեկությունների, խոսքը լուրջ գումարների մասին է: Ակնհայտ է նաև այն, որ տվյալ ներդրողները լավ են հասկանում, որ շուկայի փոքրության պատճառով հնարավոր է խնդիրներ առաջանան, և ներդնողն իր գումարը կորցնի, փայլուն գիտակցում են, որ այդ գումարն ավելի արագ և փոքր ռիսկով հնարավոր կլինի աշխատել ՌԴ-ում կամ մեկ այլ տնտեսապես նվազ ռիսկային երկրում, սակայն հայրենասիրության, «թասիբի» և զգացմունքային հարթությունում նման հանգամանքները հաշվի չի առնվում:
Այս թեմային անդրադառնալիս ակամայից հիշեցի 1999 թվականը, երբ այն ժամանակվա վարչապետ Վազգեն Սարգսյանը նմանատիպ մի հանդիպում ունեցավ ԱՄՆ կատարած իր այցի ժամանակ, որից հետո Հովնանյան եղբայրները մեծ ծավալի ներդրումերի կատարեցին ՀՀ-ում:
Առաջիկայում ՀՀ-ում սպասվող ներդրումների այս ֆոնին հիշեցի մի հետաքրքիր դեպք, որը գրել է Մարտիրոս Սարյանն իր հուշերում: 1915 թվականին Մոսկվայում Սարյանը հանդիպում է Ալեքսանդր Մանթաշյանցի ավագ որդի Հովսեփին, ով զբաղվում էր ձիարշավարանային բիզնեսով, և բավականին շքեղ կյանքով էր ապրում, ըստ Սարյանի, նա մի գիշերվա մեջ իր կազմակերպած խնջույքի ժամանակ ծախսում էր մոտ 3000 ռուբլի (ցարական Ռուսաստանի մեկ ռուբլին հավասար էր մեկ ոսկու): Մի անգամ Սարյանը նրան հանդիմանում է, թե այդքան շքեղ ծախսերի փոխարեն ավելի նպատակահարմար չի՞ լինի ավելի մարդահաճո գործով զբաղվեիր: Մեծ բարերարի որդին նկարչին պատասխանում է, թե առաջիկայում իր եղբոր հետ պատրաստվում է իրենց հայրենիքում` Ախթալայում, կառուցել և վերանորոգել 30 հայկական դպրոցներ:
Ամփոփելով նշեմ` հատկանշական է այն, որ ներդրումների հետ կապված վարչապետ Կարապետյանն, ով մինչև վարչապետ նշանակվելը զբաղվել է բիզնես գործունեությամբ, իր նախկին բիզնես կապերն օգտագործում է պետական շահերի համար, և երկրում ներդրումներ կատարելու գործին:
