Վալերի Օսիպյանը ոչնչով չի տարբերվում իրեն նախորդած պաշտոնյաներից

Սաթեն Գևորգյանը գրում է.

Ոստիկանապետ Վալերի Օսիպյանը այն պաշտոնյաներից է , ով տարիներ շարունակ աշխատել է արատավոր բարքեր ոդեգրած, «ծանոթով հարցեր լուծող», կոռուպացված համակարգում, իսկ այսօր նա իր «հարուստ փորձը» կիրառում է ՝ ղեկավարելով մի ամբողջ ոստիկանական համակարգը։ Վալերի Օսիպյանը, ով ոչնչով չի տարբերվում իրեն նախորդած պաշտոնյաներից, չի գիտակցում իր պարտականությունները, փոխարենը շտապում է ծանոթ-բարեկամներին գործի տեղավորելով ապացուցել, որ հայաստանցու՝ օրենքի երկիր դառնալու հույսը հեռու է իրականանալուց։
Ըստ հավաստի աղբյուրների՝ Օսիպյանն, ով պաշտոնավարում է ընդամենը 100 օր, հասցրել է բաջանաղին հանձնել մեքենաների ԱՊՊԱ-ն կատարելու լիազորությունը, ինչը պատկանում էր նախկին ոստիկանապետի թիկնազորի պետին։ Այսքանից հետո հարց է առաջանում ի՞նչ է փոխվել ոստիկանական համակարգում և ինչո՞վ է Օսիպյանը տարբերվում նախկին պաշտոնյաներից, եթե շարունակում է կիսատ թողածը։
Ոստիկանապետը երևի մոռացել է, որ այդ պաշտոնում հաճախ են հնչեցվել ճառեր, սթափվելու կոչեր, բայց այժմ՝ նոր Հայաստանում, այս ամենն անտանելի է և նույնը կրկնելն առնվազն անմտություն է ։
Արատավոր բարքերի, ոչ օրինական գործելավոճի, անպատասխանատու պաշտոնավարման պայմաններում, Օսիպյանը պետք է պատրաստ լինի պատասխան տալ, քանի որ այս ամենի շարունակության դեպքում այդ պատասխանը նրանից անպայման պահանջելու են, ուստի ևս մեկ անգամ չէր խանգարի, եթե Օսիպյանին հիշեցնեինք հետևյալը ՝ «պարոն Օսիպյան, սթափվե՛ք», դուք այսօր դրա կարիքն ունեք, առավել քան որևէ մեկը։
