Օսիպյանի քավորը՝ կոռուպցիոն սկանդալի կենտրոնում

Պետեկամուտների կոմիտեում իրականացվող խայտառակ կադրային նշանակումներին մենք արդեն անդրադարձել ենք։ Գրել էինք, որ ՊԵԿ նախագահ Դավիթ Անանյանը համակարգ է վերադարձնում երբեմնի կոռուպցիոներներին և նշանակում «յուղոտ» պաշտոնների։

Գրել էինք, որ ՊԵԿ նախագահը Կենտրոնի հարկային տեսչության նախկին պետ Կարեն Կարապետյանին համակարգ է վերադարձրել՝ նշանակելով ՊԵԿ օպերատիվ հետախուզության վարչության պետ։ Կարեն Կարապետյանը, որը ոստիկանապետ Վալերի Օսիպյանի քավորն է, երբեմնի ամենակոռումպացված մարդկանցից է։

Աշխատակիցների խոսքերով՝ նա Կենտրոնի հարկային տեսչության պետ եղած ժամանակ եղել է ժամով ռեկետ հավաքող։ Այս հանգամանքը, սակայն, Դավիթ Անանյանին չէր կաշկանդել և վերջինս, «գնահատելով Կարեն Կարապետյանի բարձր պրոֆեսիոնալիզմը, նրան իր մոտ աշխատանքի էր հրավիրել»։

Մասնավորապես անհարկի ստուգումներ է իրականացրել մրցակից ընկերություններում, տուգանել է, անհավասար պայմաններ է ստեղծել նրանց գործունեության համար՝ հայտարարելով, որ «էս երկրում ինքն է որոշում՝ ում ստուգի, ում՝ ոչ»։
Այս ամենից բացի, մեր ունեցած տեղեկություններով՝ Կարեն Կարապետյանը անցնում է նաև կաշառքի դրվագով։

Նշենք որ, Կարեն Կարապետյանը, բացի ոստիկանապետ Վալերի Օսիպյանի քավորը լինելուց, համարվում է նաև ռուսաստանաբնակ մեծահարուստ Արմեն Գինոսյանի հովանավորյալը։ Գինոսյանը ևս հայտնի է իր հակաօրինական գործունեությամբ, մասնավորապես, Ռուսաստանից բերված իր «կեղտոտ» փողերը Հայաստանում «լվանալով»։

Կարեն Կարապետյանը, հիշեցնենք, մեծ սեր ունի ալկոհոլի հետ, սիրում է խմել և սկանդալներ հրահրել։ Մի քանի տարի առաջ նա խմել և «Շառլոտ» ակումբում ծեծկռտուք էր հրահրել, որից հետո ՊԵԿ պաշտոնյան ոչ հարիր պահվածքի համար հեռացվել էր համակարգից, որին, սակայն, չէր հաջորդել քրեական պատասխանատվությունը, և ծեծկռտուքը մնացել էր առանց իրավական գնահատականի։

Թերևս այս անգամ Կարապետյանին դժվար հաջողվի շրջանցել օրենքը և խուսափել պատասխանատվությունից։

Ի դեպ, Կարեն Կարապետյանը նախօրեին լրատվամիջոցներից մեկին հարցազրույց էր տվել և հայտարարել, որ շատ շնորհակալ է վարչապետին, քանի որ նրա նշանակումից հետո բոլորի շունչը բացվել է։
