Զուր չէ դժգոհության ալիքը՝ «Բարեգործության մասին» օրենքի ընդունման վերաբերյալ

Պետրոս Կոստանյանը ֆեյսբուքյան իր էջում գրում է.

Կառավարությունը շրջանառության մեջ է դրել «Բարեգործության մասին» օրենքը, որի համաձայն ստեղծվելու է խորհրդակցական հանձնաժողով, որն էլ իր հերթին պետք է վերահսկի բարեգործության ոլորտը: Շահառուների հավաստմամբ, այս օրինագիծը հատուկ մշակվել է Գագիկ Ծառուկյանի դեմ, քանի որ նրա կողմից է ստեղծվել Հայաստանում ամենից շատ բարեգործական ծրագրեր իրականացրած «Գագիկ Ծառուկյան» բարեգործական հիմնադրամը, որն իմիջայլոց ծրագրերն իրականացնում է բացառապես Ծառուկյան ընտանիքի միջոցների հաշվին: Բազմաթիվ անգամներ խոսվել է, որ հարցին կոնկրետ Ծառուկյանի պրիզմայով նայելը սխալ է, քանի որ նա բարեգործությամբ է զբաղվել միշտ, առանց ընդհատումների, առանց քաղաքական շահեր հետապնդելու, ինչի վառ ապացույցն այն հանգամանքն է, որ նա չդադարեց բարեգործական ծրագրերի ֆինանսավորումն անգամ այն ժամանակ, երբ ժամանակավոր հեռացել էր քաղաքականությունից: Այդուհանդերձ օրինագծի հակաժողովրդական լինելու հանգամանքը ի ցույց դրվեց երեկ, երբ հերթական անգամ բարեգործական ծրագրի շրջանակներում, աջակցություն էր ցուցաբերվում սոցիալապես անապահով հարյուրավոր ընտանիքների:

Ծրագրի մասնակիցների խոսքերով այս օրինագիծը ոչ միայն չպետք է կյանքի կոչեր Կառավարությունը, այլ ընդհանրապես պետք է ԱԺ չուղարկվի, քանի որ դա խոչընդոտ է հանդիսանալու նմանատիպ միջոցառումներ իրականացնելուն, իսկ այդ դեպքում, ո՞վ է պարտավորվելու այսքան ընտանիքի խնդիրների լուծումների հոգսն իր վրա վերցնել, բացի Ծառուկյանից այսքան տարիների ընթացքում, նրանք ոչ մեկից նմանատիպ աջակցություն չեն ստացել:
Ինչևէ այս անկեղծ ու այսպես ասած «առաջին ձեռք» կարծիքները կրկին անգամ փաստում են, որ զուր չէ այն դժգության ալիքը, որ բարձրացել է այս օրինագծի ընդունման վերաբերյալ և հուսանք Կառավարության իրավիճակի անտեղյակությունը պատճառ չի հանդիսանա, որ քննարկումները շարունակվեն, այլ համարժեք ուսումնասիրությունների արդյունքում կվերանայվի տեսակետն ու այդ արատավոր օրինագիծը հետ կկանչվի:
