Սոցիալապես անապահով խավի դեմ լարած ՀՀԿ-ի թակարդը պետք է շրջանցել

Սևակ Հակոբյանն իր ֆեյսբուքյան էջում գրում է.

Վերջին օրերին Կառավարությունը օրակարգ է բերում և հաստատում այնպիսի օրենսդրական նախաձեռնություններ, որոնց դեմ ժամանակին պայքարել է ժողովրդի հետ միասին: Պարադոքսալ այս իրավիճակում մի շարք հանգամանքներ են իհայտ գալիս: Նախկին իշխանությունից ժառանգած անպատվաբեր քաղաքականությունը, որի շնորհիվ, պետական լիազորությունների շրջանակներում ունեցած գործառույթների շնորհիվ, ճնշումներ են իրականացվում «օպոնենտ» քաղաքական ուժի կամ ուժերի նկատմամբ հարկավոր է անցյալում թողնել:

Մասնավորապես բարեգործության ոլորտում իբր թե կարգավորումներ իրականացնելու նպատակով, ՀՀԿ-ի մշակված օրենսդրական նախաձեռնությունն այս օրերին հայտնվել է Կառավարության քննարկման սեղանին: Պետք է արձանագրեք, որ այս հակահասարակական օրինագիծը, եթե խորը դատենք, ակամայից ուղղված է հենց Հայաստանի ամենաճանաչված բարեգործ Գագիկ Ծառուկյանի դեմ: Բոլորն էլ կփաստեն, որ Ծառուկյանն իր գործունեության ողջ ընթացքում, առանց ընդիջումների, առանց խտրականության, միշտ զբաղվել է բարեգոծությամբ:

Այսինքն Ծառուկյանի գործունեույթունը պայմանավորված չի եղել քաղաքական մոտիվներով, քանի որ նա անգամ քաղաքականության մեջ չգտվելու տարիներին է զբաղվել բարեգործությամբ: Երկրորդ, Ծառուկյանն իր անձնական միջոցների հաշվին է կատարում այդ բարեգործությունը, այլ ոչ թե պետական բյուջեի, որ մի հատ էլ պետությունը վերահսկի այն: Երրորդ, այն հարյուր հազարավոր մարդիկ, ովքեր տարիներ շարունակ իրենց խնդիրների լուծումը կապել են Ծառուկյանի հետ, ուղղակի չեն հասկանա, թե ինչի համար են սահամանափակվում, որոշակի ոլորտներում բարեգործական ծրագրեր իրակացնելու գործընթացները:

Դա առաջին հերթին արտահայտվելու է հասարակական դժգոհությամբ հենց Կառավարության գործունեության նկատմամբ: Լավ միթե՞ այս պարզ ու հստակ դիտարկումները, որոնք դեռ կարելի է շարունակել, ազդակ չեն վերանայելու ներքոնշյալ օրինագծերը և ետ կանչել դրանք, չէ որ նմանատիպ օրինագծերի ընդունումն էր նաև պատճառը, որ հանրությունը չէր ցանկանում ՀՀԿ-ին տեսնել իշխանության ղեկին:
Կառավարության գործողություններից հիմա կարելի է ենթադրել, որ ներքին տարաձայնությունների հետ մեկտեղ, ՀՀԿ-ի հետ միասին ( որ նրանցից ժառանգած օրինագծեր են դրանք) դեմ են դուրս եկել մնացած խորհրդարանական և արտախորհրդարանական ուժերի դեմ և եթե վերլուծենք գործողությունները, ապա կարելի է ասել, որ դրանք ուղղված են նաև ժողովրդի դեմ:

Այն ժողովրդը, ով իշխանափոխություն արեց սոցիալական վիճակը բարելավելու ակնկալիքով, իսկ այսօր այդ բարելավման դեմ ուղղված օրինագծեր է օրակարգ մտցվում:

Պետք է հույս հայտնենք, որ այդ օրինագիծը չի ընդունվի և կմերժվի, հակառակ դեպքում անկառավարելի իրավիճակ կստեղծվի, որը չի բխում և ոչ մեկի շահերից:
