Ինչո՞ւ է շրջանառության մեջ դրվել Գագիկ Ծառուկյանի բարի ցանկությունները սահմանափակող օրինագիծը

Անտոն Սարոյանը ֆեյսբուքյան իր էջում գրում է.

ՀՀ նորընծա կառավարության երեկվա նիստում քննարկվող մի շարք հարցերից, կարելի է առանձնացնել մեկը, որը ոչ միայն անհասկանալի էր, որ բերվել էր օրականգ, այլև՝ զարմանալի, որ այս օրինագծում փոփոխություններ և լրացումներ կատարելու պահանջին ընթացք է տվել։

Բանն այն է, որ դեռևս թավշյա հեղափոխությունից առաջ նախորդ կառավարության կողմից որոշում էր կայացվել «Բարեգործության մասին օրենքում» փոփոխություններ և լրացումներ կատարելու մասին։ Այս փաստաթուղթը ստորագրվել է նախկին վարչապետ Կարեն Կարապետյանի կողմից, որում իրականացվելիք փոփոխությունները ենթադրում են ստեղծել պետական կոմիտե, որը պետք է վերահսկի բոլոր տեսակի բարեգործություններն ու բարեգործական միջոցառումները, որոնք իրականացվելու են երկրում։

Այլ կերպ ասած՝ բարեգործություններ երկրում պետք է կատարվեն միայն վերոնշյալ կառույցի կողմից թույլտվութոյւն ստանալու դեպքում։ Ինչ խոսք, սա հատում է տարօրինակ օրինագծի մասին պատկերացումների բոլոր սահմանները, բայց ավելի տարօրինակ է այն, որ մեր նոր կառավարության կողմից հունիսի 11-ի նիստում որոշում է կայացվել սույն օրենքի նախագիծը նորից շրջանառության մեջ դնելու մասին։ Սա աշխարոհում չեղած պրակտիկա է, չլսված մի երևույթ, երբ մարդու բարի կամքը, ցանկութոյւնը, օժանդակելու և օգնելու ցանկութոյւնը փորձ է արվում կառավարել և սահմանափակել ինչ-որ օրենքով։

Գաղտնիք չէ նաև, որ Հայաստանում բարեգործություն բառը ասոցացվում է առաջին հերթին Գագիկ Ծառուկյանի անվան հետ, որովհետև նրա երկար տարիների գործունեությունը մեկ բանի մասին է խոսում, որ Ծառուկյանի համար բարեգործ լինելը ոչ թե կոչում է, այլ կենսակերպ։ Միևնույն ժամանակ Ծառուկյանի բարեգործությունները կրում են ոչ թե մասնավոր բնույթ, այլ երկրում ամբողջ ոլորտների զարգացմանն են նպաստում։ Բավական է միայն վկայակոչել հայրենական սպորտի համար Ծառուկյանի կատարած հսկայական գումարների բարեգործությունները, մեր մարզիկներին խրախուսելու համար իրականացված միջոցառումներն ու պարգևատրելը, որի շնորհիվ լավագույնները մնում են երկրում և միջազգային ճանաչում ու վարկանիշ ապահովում մեր երկրի համար։ Ավելի քան խոսուն է բուհերում ուսանողների վարձերի փոխանցումը, որից ամեն տարի հազարավոր երիտասարդներ են օգտվում, կամ նրանց անվճար և ամենօրյա տեղափոխությունը Երևան ու տուն։ Ու սա դեռ բոլորը չէ։ Հիմա անկարող ենք հասկանալ, թե այս ամենը պետք է սահմանափակվի կամ թուլատրվի, քանզի դրա հիմքում միայն մարդուն օգնելու բարի ցանկություննէ։

Եթե մի պահ բացառենք բարոյական արժեքներն ու այստեղ տեսնենք զուտ քաքաքական ենթատեքստը, ապա օրենքի մշակումը նախկինների կողմից կարելի է հասկանալ։ Սա հենց Ծառուկյանի թափը «կոտրելու» անհաջող փորձ է, բայց դրա կրկին շրջանառություն մեջ դնելը մի փոքր անհասկանալի է և հուսանք որ ժամանակին կկասեցվի։
