Փաշինյանի մտահոգության պատճառը Գագիկ Ծառուկյանն է

Շավարշ Բզնունյանը ֆեյսբուքյան իր էջում գրում է.

Նիկոլ Փաշինյանի որոշ քայլեր և որոշումներ արդեն լուրջ տարակուսելու տեղիք են տալիս։ Դեռ չէր անցել Կուտակային կենսաթոշակային համակարգը ընդունելու որոշման մեծ աղմուկը, երբ պարզ դարձավ, որ հասունանում է նոր աղմուկ՝ կապված Բարեգործության մասին օրենքի նոր նախագծի հետ։

Կուտակային կենսաթոշակային համակարգին հավանություն տալը աղմուկ առաջացրեց նաև այն պատճառով, որ Նիկոլ Փաշինյանը ժամանակին դեմ էր այս համակարգին, սակայն այսօր շարունակում է նախկին իշխանությունների ծրագիրը։ Սակայն պարզվում է, որ կուտակային համակարգը միակը չէ՝ նախկին իշխանությունների ծրագրերը շարունակելու հարցում։

Երեկ Կառավարությունը որոշել է շրջանառության մեջ դնել նաև դեռ Կարեն Կարապետյանի կառավարության կողմից գրված Բարեգործության մասին օրենքի նոր նախագիծը, որը ենթադրում է ստեղծել պետական լիազոր մարմին և վերահսկել բարոգործական բոլոր ծրագրերը։

Փաշինյանի այս որոշումը, որքան էլ այն լինի զուտ իրավական գործընթաց, հստակ է, որ իր հիմքում ունի քաղաքական լուրջ ենթակետեր։ Իսկ դրանց իմաստը կայանում է նրանում, որ այն ուղղված է Գագիկ Ծառուկյանի դեմ, որի անունը ցանկացած քաղաքացու մոտ ասոցացվում է բարեգործության հետ։ Ավելին, Հայաստանում այսօր ամենահայտնի բարեգործական հիմնադրամը «Գագիկ Ծառուկյան» հիմանդրամն է , որի մասին գիտի յուրաքանչյուր ուսանող, թոշակառու, հաշմանդամ և այլ խոցելի խմբեր, քանի որ այս հիմանդրամը մշտապես աջակցել ու օգնել է հատկապես կարիքվոր ու խոցելի խավերին։

Բարեգործությունը մարդկանց գոնե ինչ-որ հարցում օգնելու ձև է։ Գագիկ Ծառուկյանը ինքը ասել է բազմիցս, որ բարեգործությամբ հասարակության բոլոր կարիքները չես կարող հոգալ, բայց այսօր, երբ կան բազմաիթվ չլուծված հարցեր կրթության, առողջապահության, գյուղատնտեսության, մշակույթի ոլորտներում, կա աղետի գոտի, սոցիալական խոցելի խավեր, բարեգործությունը գոնե նրանց հոգսը ինչ-որ չափով թեթևացնելու միջոց է։ Եվ հենց այս ճանապարհով է միշտ շարժվել Գագիկ Ծառուկյանը՝ մշտապես օգնելով ու աջակցելով կարիքավորներին։

Այսքանից հետո բարեգործությունը պետական լիազոր մարմնի վերահսկողության տակ դնելը ոչ միայն ուղղված է սոցիալապես խոցելի խմբերի դեմ, այլ նաև Գագիկ Ծառուկյանի՝ տասնամյակներով ծավալված գործունեության դեմ։ Իսկ դա նշանակում է, որ Նիկոլ Փաշինյանի վերջին որոշումը իր հիմքում ունի կոնկրետ քաղաքական ենթատեքստ և Փաշինյանը գուցե մտահոգված է Գագիկ Ծառուկյանի բարձր վարկանիշից և դրանից ելնելով անհիմն քայլեր է ձեռնարկում։

Բարեգործության կարիք չի լինի, եթե Հայաստանում չլինեն սոցիալապես խոցելի խավեր, բայց ցավոք դա դեռ հեռու ապագա է, իսկ մինչ այդ Գագիկ Ծառուկյյանը ջանացել է իր միջոցներով լրացնել այն բացը, որը միշտ թողել է պետությունը։ Այսօր այդ բացը դեռ կա, հետևաբար բարեգործությոան կարիքը դեռ կա։ Եվ այն պետական վերահսկողության տակ դնելով Փաշինյանը ոչ միայն իր որոշումը ուղղում է Գագիկ Ծառուկյանի, այլ նաև խոցելի խմբերի դեմ։
