Ռեպրեսիա՝ ուղղված բարեգործության դեմ

Կարեն Հակոբյանը ֆեյսբուքյան իր էջում գրում է.

Երեկ կայացած ՀՀ Կառավարության նիստի ժամանակ, կրկին շրջանառության մեջ դրվեց բարեգործության մասին օրենսդրական նախաձեռնությունը, որը նպատակ ունի կարգավորումներ մտցնել այդ ոլորտում: Դրա կապակցությամբ, ստեղծվելու է բարեգործական գործունեությունը համակարգող պետական լիազոր մարմին:

Ըստ էության, այս գործելաոճն առաջին հերթին ռեպրեսիվ գործողություն է բարեգործության ոլորտի նկատմամբ, չէ որ առանց այդ էլ սոցիալական ծանր կացության մեջ գտնվող հանրության տարբեր շերտեր, շատ խնդիրներ կարողանում են և լուծել են հենց այդ շրջանակներում: Ի՞նչ է մտադիր տալ Կառավաությունը հասարակությանը, որպեսզի կոմպեսացնի ներքոնշյալ որոշումը: Բնականաբար, մի շարք հանգամանքներ հաշվի առնելով, վստահաբար կարելի է ասել, որ Կառավարության այսօրինակ որոշումները հասարակական դժգոհությունների առիթ են հանդիսանալու, անկախ դրանց դրդապատճառներից:

Այս ամենը սակայն շատ ավելի խորը ու քաղաքական արմատներ ունեն: Հիշեցնենք, որ այս օրենսդրական նախաձեռնությունը հաստատվել է դեռևս նախորդ վարչապետ Կարեն Կարապետյանի օրոք, որն էլ ակնհայտորեն ուղղված է եղել Հայ ազգի մեծ բարերար՝ Գագիկ Ծառուկյանի դեմ: Հիշեցման կարգով նշենք, որ Գագիկ Ծառուկյանը անկախ իր քաղաքական կամ հասարակական դիրքից, անկախ իր գործունեության տարիներին ի հայտ եկած դժվարություններից, երբեք չի դադարել բարեգործությամբ զբաղվել: Հասկանալի է, որ շատ պեսեմիստներ այդ ամենը այլ շվաքի տակ են փորձում ներկայացնել, սակայն ի հեճուկս նրանց պնդումների, խորհուրդ ենք տալիս ուսումնասիրել Ծառուկյանի գործունեության ողջ ընթացքն ու այս տեսանկյունից բարեգործական նախագծերի շրջանակներում կատարված աշխատանքները:

Հայաստանում մի շատ վատ «ավանդույթ» կա, որից բխում է հենց ներկայիս Կառավարության նման գործելաոճը: Ժամանակին, ընտրությունից ընտրություն երևացող ու խոստումներ տվող թեկնածուները, քաղաքացիների վստահության քվեների համար, ինչ-որ «բարեգործական» ծրագրեր էին իրականացնում և կորում: Նույն պրոցեսը կրկին կրկնվում էր 4-5 տարի հետո՝ ընտրարշավների ժամանակ. Սակայն այս կոնտեքստում էլ հենց հնարավոր է տարբերել իրական և կեղծ բարեգործին: Ծառուկյանը, անկախ ընտրություններից, անկախ դրանց արդյունքներից, անկախ մարդկանց կուսակցական պատկանելիությունից, միշտ զբաղվել է բարեգործությամբ, պարբերաբար և առանց ընդմիջումների: Դա ոչ թե քաղաքական դիվիդենտներ հավաքելու միջոց է, քավ լիցի, այլև հայրենասեր ու ազգասեր գործչի որդեգրած սկզբունք, որը տարիների ընթացքում թրծվել և վերածվել է բնավորության գծի, վերածվել է բուն ապրելակերպի: Նախկին իշխանությունների կողմից բարեգործության ոլորտի և հատկապես Գագիկ Ծառուկյանի մարդասիրական և հայրենասիրական գործունեության դեմ ուղղված այս ռեպրեսիվ քաղաքականությունը, արատավոր է, որը ոչ մի դեպքում չպետք է շարունակվի և ոլորտն ամբողջությամբ պետք է ազատ թողնվի: Եթե անգամ կան մտավախություններ, որ սպասվելիք ընտրություններին, որոշ գործիչներ բարեգործության շվաքի ներքո քաղաքական դիվիդենտներ են հավաքելու, ապա այդ խնդիրը շատ հանգիստ կարելի է կարգավորել օրենսդրական ճանապարհով, այդ գործընթացին լծելով նաև իրավապահ մարմիններին: Եթե այս ամենն իրոք չի արվում քաղաքական պայքարի շրջանակներում՝ պետական լծակները սեփական կամ հարազատ կուսակցության շահերին ծառայեցնելու միջոցով, ապա վաղնևեթ այս օրինագիծը պետք է մերժել և հանել օրակարգից, ինչը միմիայն կբխի ՀՀ քաղաքացու և առհասարակ Հայաստանի շահերից:
