Թիրախում հայտնվել է ամենամարդասիրական ոլորտը

Սմբատ Ավագյանը ֆեյսբուքյան իր էջում գրում է.

Հունիսի 11-ի Կառավարության նիստում որոշում է կայացվել Բարեգործության մասին նոր օրենքի նախագիծը դնել շրջանառության մեջ։ Նշենք, որ այդ օրենքի նախագծով նախատեսվում է ստեղծել պետական լիազոր մարմին, որի համաձայնության դեպքում միայն հնարավոր կլինի կատարել բարեգործական ծրագրեր։

Որքան էլ փորձենք այս ամենի հիմքում ենթատեքստ չտեսնել, սակայն կան որոշ փաստեր, որոնք մերկացնում են այս որոշման ենթատետքսը։ Իսկ ենթատեքստը այն է, որ նոր օրենքը և դրանով գործող պետական լիազոր մարմինը օգտագործվելու է ԲՀԿ նախագահ Գագիկ Ծառուկյանի դեմ։

Որևէ մեկի համար գաղտնիք չէ, որ Հայաստանում թիվ մեկ բարեգործի համբավ ունի հենց Գագիկ Ծառուկյանը, որի բարեգործությունը ընդգրկում է ամենալայն ոլորտենր․ սպորտից մինչև կրթություն, առողջապահություն և գյուղատնտեսություն։ Ոլորտները այնքան շատ են և լայն, որ դրանք բոլորը թվարկելը բավական ժամանակ կպահանջի։ Փորձենք միայն թվարկել մի քանի ոլուտներ, որոնցում Գագիկ Ծառուկյանի կողմից արված բարոգծության մասին գիտեն բոլորը․ Սպորտ, կրթություն, մշակույթ, առողջապահություն, գյուղատնտեսույթուն, փոքր և միջին բիզնես և այլն։ Ծառուկյանի կողմից իրականացված բարեգործական բազմաթիվ ծրագրերը վերաբերվել են հասարակության ամենատարբեր խավերին․ երիտասարդության համար իրականացվող բազմաթիվ ծրագրեր, թոշակառուների համար իրականացվող մարդասիրական ծրագրեր, աղետի գոտում իրականացվող ծրագրեր, կարիքավոր ընտանքիների համար կյանքի կոչված բազում ծրագրեր, բազմաթիվ այլ սոցիալական ծրագրեր, որոնց մասին խոսվել ու խոսվում է ամենուր։ Մի խոսքով ոլորտներն ու գործունեությունը այնքան լայն են, որ անհնար է դրանք բոլորը թվարկել մեկ գրառման սահմաններում։

Հետաքրքիր է մի փաստ, որ «Բարեգործության մասին» օրենքում փոփոխություններ կատարելու մասին նախագիծը մշակվել է դեռ նախկին իշխանությունների կողմից, ավելի ստույգ՝ Կարեն Կարապետյանի կառավարության կողմից, բայց դեռ չէր դրվել շրջանառության մեջ։ Այժմ սակայն Նիկոլ Փաշինյանի գլխավորած Կառավարությունը որոշել է Կարեն Կարպետյանի մշակած օրենքի նախագիծը դնել շրջանառության մեջ։
Ստացվում է այնպես, որ Նիկոլ Փաշինյանը, փոխանակ հրաժարվելու նախկին իշխանությունների այդ գործելաոճից, դեռ մի բան էլ ինքն է կրակի վրա յուղ լցնում և փորձում է Կարեն Կարապետյանի կառավարության մշակած օրենքի նախագիծը օգտագործել որպես մահակ բարեգործության դեմ։

Չգիտենք թե որն է Նիկոլ Փաշինյանի նման որոշման դրդապատճառը, ինչո՞ւ է նա հանկարծ որոշել օգտագործել նախկին իշխանությունների գործիքակազմը, բայց մի բան ակնհայտ է, որ բարեգործությունը երբեք չի կարելի շահարկել քաղաքական նկատառումներով։
