Իշխանությունն այլևս չկա

Կարեն Կարապետյանը, հրաժարվելով Նիկոլ Փաշինյանի հետ բանակցելու հերթական հնարավորությունից, բերել էր գրեթե նույն պատճառաբանությունը, ինչ նախորդ դեպքում՝ միայն Նիկոլի օրակարգը դա բանակցություն չէ, եթե իրենք չեն կարողանում իրենցը ներկայացնել, և բանակցությունը լրատվամիջոցների ներկայությամբ ընդունելի չէ: Լրատվամիջոցների ներկայությամբ բանակցության անընդունելիությունը հասկանալի փաստարկ է։ Անհերքելի է, որ այստեղ, իհարկե, այսպես ասած բազմաթիվ աչքերը և ականջները բանակցային արդյունավետությունն արգելակող, կողմերին փակող գործոն են: Հասկանալի է, որ Նիկոլ Փաշինյանի համար լրատվամիջոցների ներկայությունը հանրության հետ բաց մնալու խնդիր է, առավել ևս, որ գրեթե կասկած չկա՝ եթե լինի բանակցություն փակ դռների հետևում, ապա իշխանությունը, մի ձեռքով բանակցելով, մյուս ձեռքով սկսելու է բանակցությունը դեռ չավարտված ապատեղեկատվություն տարածել և Նիկոլի հանդեպ սերմանել անվստահություն, թե նա գնում է գործարքի: Այդ առումով՝ թե՛ Նիկոլը, թե՛ մենք բոլորս, իհարկե, լավ գիտենք իշխանության գործելաոճը: Մյուս կողմից, իրավիճակն ի վերջո պետք է դուրս բերել ճակատային փակուղուց և տանել առաջ, հատկապես, որ այդ դեպքում կարող են գտնվել անսպասելի ելքեր:

Այդ տեսանկյունից, անհրաժեշտ է թերևս երկու բան՝ նախ Նիկոլ Փաշինյանը պետք է գուցե լուծի մի խնդիր՝ համաժողովրդական շարժումից փակ դռների հետևում բանակցային մանդատ ստանալու խնդիրը, որովհետև փակ դուռը դեռևս, մեղմ ասած, որևէ գործարք կամ առևտուր չէ: Ի վերջո, համաժողովրդական շարժման հաջողության գրավականը, անշուշտ, սկզբունքայնությունը և համառությունն է, հաստատակամությունը, բայց հստակ սկզբունքների շրջանակում նաև ճկունությունը: Ըստ այդմ, այստեղ թերևս կան լուծելի խնդիրներ, թեև իհարկե շատ զգուշավորությամբ, հանրության մոտ իսկապես որևէ կասկածի կամ մտահոգության տեղիք չտալու համար, թե իր թիկունքում կարող է լինել որևէ բան:

Ըստ այդմ, մյուս, բայց թերևս առաջին քայլը պետք է լինի իշխանության քայլը: Նախ, եթե իշխանությունը չի ընդունում միայն Նիկոլ Փաշինյանի օրակարգով բանակցելը, ապա ո՞րն է իր՝ իշխանության օրակարգը: Նիկոլը հրապարակավ ներկայացրել է շարժման օրակարգը, մի քանի անգամ: Ի՞նչ օրակարգ է առաջարկում իշխանությունը, որի շուրջ առաջարկում է բանակցել: Իսկ գուցե իշխանությունն առաջարկի այնպիսի օրակարգ, որ հանրությունը լիազորի Նիկոլին բանակցել դրա շուրջ թեկուզ փակ դռների հետևում: Բայց իշխանությունն օրակարգ չունի, այլ միայն շարունակաբար պնդում է երկխոսելու, բանակցելու, խորհրդակցելու անհրաժեշտության մասին: Մինչդեռ, երբ այդ ամենը չի ուղեկցվում գոնե տեսականում թղթի վրա գծագրված քննարկելիք օրակարգ-առաջարկի ներկայացմամբ, ապա, մեղմ ասած, առաջանում են կասկածներ և մտահոգություններ, ըստ այդմ անվստահություն, որ իշխանությունը, իշխող ուժը ինքը իրականում պատրաստ չէ շեղվել իր օրակարգից, որը նույնն է 1998 թվականից՝ իշխող դիրքը անքննարկելի է, մնացյալ ամեն ինչ՝ հնարավոր: Իսկ այդպես հանգուցալուծել ստեղծված ճգնաժամը, մեղմ ասած՝ հնարավոր չէ:

Ըստ այդմ, իշխանությունն իր երկխոսելու, անկեղծորեն խորհրդակցելու ու բանակցելու պատրաստակամությունը պետք է հայտնի մեկնարկային բովանդակային առաջարկի տեսքով, որպես հանրային վստահության ձևավորման առաջին քայլ: Թե՞ իշխանությունը այլևս ունակ չէ այդպիսի օրակարգի, քանի որ իշխանությունը ներկայումս չունի մեկ օրակարգի գալու ներքին կարողություն, համաձայնություն, իշխանությունն այլևս չկա, որպեսզի օրակարգ ունենա:
