Ադրբեջանի խնդրանքը Հայաստանին. Բաքվում հասկացել են, թե ինչ է կատարվել

«Մենք պատրաստ ենք Հայաստանի առողջ քաղաքական ուժերի հետ շարունակել Ղարաբաղյան հակամարտության խաղաղ կարգավորման շուրջ բանակցությունները միջազգային իրավունքի եւ ՄԱԿ ԱԽ համապատասխան բանաձեւերի պահանջներին համապատասխան», հայտարարել է Ադրբեջանի արտաքին գործերի նախարարության մամուլի քարտուղար Հիքմեթ Հաջիեւը։

Նրա խոսքով, Ղարաբաղյան հակամարտության արագ եւ խաղաղ կարգավորումը «կապահովի կայուն խաղաղության եւ կայունության հաստատումը տարածաշրջանում եւ համակողմանի տարածաշրջանային համագործակցության հնարավորություններ կստեղծի»։

Սա նոր բան է վերջին տարիների կտրվածքով, երբ Ադրբեջանի պաշտոնական շրջանակները նման հանդարտ, ոչ ռազմաշունչ հայտարարություն են անում: Ընդհանրապես, Ադրբեջանում տագնապով էին հետեւում Հայաստանում վերջին օրերին ծավալված թավշյա հեղափոխությանը, հասկանալով, որ դրա հաղթանակը ահռելի քաղաքական ու քաղաքակրթական թռիչք է ապահովելու Հայաստանի համար:

Հայաստանը վերջին տարիներին այս առումով «հավասարվել» էր Ադրբեջանին, ինչը նավթային եկամուտների ու ռազմական ծախսերի մեծացման պայմաններում ահռելի առավելություն էր ապահովել Բաքվի համար: Ադրբեջանը Ղարաբաղյան գործընթացում փաստացի իրեն էր ենթարկել Հայաստանի իշխանությանը, եւ այդ պայմաններում գնաց ապրիլյան պատերազմին:

Հայ զինվորների կյանքի գնով կանգնեցվեց այդ գործընթացը, բայց Հայաստանի իշխանությունը այսպես կոչված կարգավորման տրամաբանությունը կրկին փաստացի վերադարձրեց Ադրբեջանին ձեռնտու հուն: Բանն այն է, որ Ադրբեջանին բանակցություն որպես այդպիսին պետք չէ, պետք են պարզապես հանդիպումներ, ինչը հնարավորություն է տալիս այդ գործընթացը ծառայեցնել իր տարածքային ու պատերազմական իրավունքներին: իսկ Հայաստանի իշխանությունն էլ հայտնում էր, որ հանդիպումներն ավելի լավ են, քան պատերազմը:

Այսպիսով, Հայաստանի իշխանությունը երկու ուղղությամբ փաստացի վարում էր Ադրբեջանին ձեռնտու քաղաքականություն: Մի կողմից, Ղարաբաղի խնդրում պահելով Բաքվին ձեռնտու դիրքորոշումը, մյուս կողմից՝ վարելով ներքին այնպիսի քաղաքականություն, որը թուլացնում է երկիրը տնտեսապես, ժողովրդագրական եւ այլ առումներով:
