Տարածում են ստանում նոր ի հայտ եկած թմրամիջոցներ և հոգեմետ նյութեր. ԱՆ–ն նոր առաջարկ ունի. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Առողջապահության նախարարությունը նոր նախագիծ է ներկայացրել, որի ընդունմամբ անհրաժեշտություն կառաջանա փոփոխություններ կատարել ՀՀ կառավարության 2003 թվականի օգոստոսի 21–ի «Հայաստանի Հանրապետությունում հսկման ենթակա թմրամիջոցների, հոգեմետ (հոգեներգործուն) նյութերի և դրանց պրեկուրսորների կազմը (ցանկը) հաստատելու մասին» թիվ 1129–Ն որոշման մեջ:

Նախագիծը «Թմրամիջոցների և հոգեմետ (հոգեներգործուն) նյութերի մանր, զգալի, խոշոր և առանձնապես խոշոր չափերը, շրջանառությունն արգելված՝ թմրամիջոցներ, հոգեմետ (հոգեներգործուն), խիստ ներգործող կամ թունավոր նյութեր պարունակող բույսերի ցանկը, դրանց մանր, զգալի, խոշոր և առանձնապես խոշոր չափերը, թմրամիջոցների և հոգեմետ (հոգեներգործուն) նյութերի պրեկուրսորների խոշոր և առանձնապես խոշոր չափերը, թունավոր նյութերի ցանկը, խիստ ներգործող նյութերի ցանկը և դրանց խոշոր չափերը սահմանելու մասին» է: Նախագիծն իրավական ակտերի նախագծերի հրապարակման միասնական կայքում է ներկայացվել ապրիլի 12–ին: Ներկայացված նախագծում մանրամասն ներկայացվել է այն նոր ցանկը, ըստ որի պետք է փոփոխություններ կատարվեն:

Նախագծի հիմնավորման մեջ նշվում է, որ ներկայում թմրամիջոցների և հոգեմետ (հոգեներգործուն) նյութերի չափաբաժինները սահմանվում էին ՀՀ քրեական օրենսգրքով և Վարչական իրավախախտումների վերաբերյալ օրենսգրքով, որոնցում փոփոխություններ և լրացումներ կատարելը բավականին երկար ժամանակ էր պահանջում. «Մինչդեռ արագորեն տարածում են ստանում նոր ի հայտ եկած դիզայներական թմրամիջոցներ և հոգեմետ նյութեր: Ուստի, անհրաժեշտություն է առաջանում նշված նյութերը շտապ ներառել և համալրել հսկողության ցանկերում, ինչը նպատակահարմար է իրականացնել ՀՀ կառավարության որոշմամբ»:

Նախարարության հիմնավորումներում նշվում է նաև, որ նմանատիպ պրակտիկա է ձևավորվել Բելառուսում, Ղազախստանում, Ուկրաինայում և այլ երկրներում. «Այդ նպատակով համապատասխան փոփոխություններ են իրականացվել Հայաստանի Հանրապետության քրեական օրենսգրքում և Վարչական իրավախախտումների վերաբերյալ ՀՀ օրենսգրքում: Նշված օրենսգրքերում նախատեսված դրույթների կիրարկումն ապահովելու նպատակով էլ մշակվել է սույն նախագիծը»:
