«Հայկական միրգ»–ը կլուծարեն. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Գյուղատնտեսության նախարարությունը որոշել է լուծարել «Հայկական միրգ» ընկերությունը՝ նպատակ ունենալով ապահովել ծրագրի շրջանակներում ընկերության ձեռքբերումների պահպանումը և ֆինանսական միջոցների կորուստների նվազեցումը:

«Հայկական միրգ» բաց բաժնետիրական ընկերությունը հիմնադրվել է 2011 թ. կառավարության որոշմամբ: Ընկերությունը ստեղծվել է Հայաստանի Հանրապետության և Գյուղատնտեսության զարգացման միջազգային հիմնադրամի (ԳԶՄՀ) միջև ստորագրված Ֆինանսավորման համաձայնագրի շրջանակներում` իրականացնելու Գյուղական կարողությունների ստեղծման ծրագրի «Հայկական միրգ» ենթաբաղադրիչը:

Սակայն այսօր կառավարությունը, գնահատելով ՀՄ բաղադրիչի արդյունքները, ձեռքբերումները և առաջընթացը, եկել է վերջնական եզրակացության, որ ընկերությունը չի կարող կայուն լինել այն ձևով, որով նախագծված է և իրականացվում է, ինչպես նաև հավելյալ ռեսուրսների տրամադրումը գոյություն ունեցող ծրագրին կլինի ֆինանսական միջոցների ուղղակի վատնում:

Բաղադրիչի վերակառուցման պլանը քննարկվել էր ԳԶՄՀ–ի վերջին առաքելության ժամանակ և առաջարկվել է «Հայկական միրգ» ընկերության լուծարումը:

«Հայկական միրգ» ընկերության կողմից իրականացվող ծրագրի հիմնական նպատակն է` կորիզավոր (դեղձենի, ծիրանենի, սալորենի, նեկտարին) պտղատեսակների և ընկուզենու արտադրության արդյունավետ կազմակերպման և արժեշղթայի բարելավման ճանապարհով հասնել անապահով մանրածավալ հողատերերի եկամուտների ավելացմանը: Դրան հասնելու համար նախատեսվում է հանրապետության Տավուշի, Վայոց ձորի և Արագածոտնի մարզերում 306 հա–ի վրա հիմնել ինտենսիվ տիպի, ցածրաճ պտղատու այգիներ՝ ապահովելով առաջավոր ագրոտեխնիկայի կիրառումը և ժամանակակից առաջատար տեխնոլոգիաների ներդրումը, ինչպիսիք են` կաթիլային ոռոգման համակարգեր, հակակարկտային ցանցեր, ժամանակակից բարձր արդյունավետ և տարբեր հասունացման ժամկետներ ունեցող սորտեր:

Ընկերության բաժնետոմսերի 100%–ի սեփականատերը հանդիսանում է կառավարությունը: «Հայկական միրգ»–ի լիազոր մարմինն է ՀՀ գյուղատնտեսության նախարարությունը: Ընկերության գործունեությունը կառավարվում է ՀՀ գյուղատնտեսության նախարարի հրամանով ստեղծված տնօրենների խորհրդի կողմից:

Այժմ բաղադրիչի շրջանակներում 87,32 հա պտղատու այգիներ են հիմնվել Հայաստանի 3 մարզերում: «Հայկական միրգ» ընկերությունը հիմնել է նաև տնկարան 15 հա հողատարածքի վրա Արմավիրի մարզում, Էջմիածնում:

Քանի որ ծրագիրը ներառում է 2 տարբեր գործունեություն՝ պտղատու այգիների հիմնման ու խնամքի աշխատանքներ և ժամանակակից տնկարանի զարգացում, կառավարությունն առաջարկում է առանձնացնել այս գործողությունները և սկսել սեփականաշնորհման գործընթացը, որը նախատեսվել էր ծրագրի ընդհանուր գաղափարի շրջանակներում:
