Ամբուլատոր–պոլիկլինիկական ծառայություններն անվճար են. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Երեկ ՀՀ առողջապահության նախարարության կայքում մի հրապարակում է հայտնվել՝ «Պատասխանում ենք դեղերի դեղատոմսով բաց թողնմանը վերաբերող բնակչության հարցերին» վերտառությամբ, որը պարունակում է երկու հարց ու դրանց պատասխանները:

Ինչ–որ բնակիչ հարցնում է. «Ի՞նչ է նշանակում` պետք է դեղատոմս դուրս գրել միայն հիվանդի քարտի համարի նշումով: Եթե քարտը չեղավ, ստացվում է՝ բժիշկը չի կարող դեղատոմս դուրս գրել: Իսկ քարտ բացելը բժշկական խորհրդատվություն է, և հիվանդը, ուզենա, թե ոչ, պետք է բժշկին 5 հազար դրամ վճարի»: Սրան ի պատասխան, նախարարությունից հայտնում են, թե ամբուլատոր–պոլիկլինիկական ծառայությունները ՀՀ քաղաքացիների համար անվճար են:

Իսկ ՀՀ առողջապահության նախարարությունում համոզվա՞ծ են այս պատասխանի մեջ: Դե, օրենքով ամեն ինչ էլ կարելի է ամրագրել, բայց երբ գալիս է կատարման պահը, կարծես թե իրականացնողներին չենք տեսնում:

Միայն վերջերս բարեկամուհիս դեղերի՝ դեղատոմսով բաց թողնման մասին զրուցելիս, պատմեց, որ գնացել է պոլիկլինիկա, որտեղ նա, ի դեպ, գրանցված եղել է, և թերապևտի խորհրդակցություն ստանալու համար վճարել է 5 հազար դրամ: Պատճառաբանությունն էլ շատ պարզ է՝ որ չտամ, ինչ անեմ: Ասում եմ՝ բողոքիր տնօրինությանը: Սա էլ իր պատասխանն ունի՝ կարծում ես՝ իրենք տեղյակ չե՞ն: Իմ՝ ուրեմն ավելի հեռուն գնա խոսքին հետևում է լռություն և ապա՝ ո՞ր մեկին հանեն ու ինչեր ես խոսում արտահայտությունը:

Եվ իսկապես, ինչեր ենք խոսքում, բայց ոչ մենք, այլ՝ վերևում, նկատի ունեմ ՀՀ առողջապահության նախարարությունում: Ինչ են խոսում կամ ինչ են մտածում նման պատասխաններ գրելուց առաջ: Նրանք, որ այդպես պարտաճանաչ մեջբերում են օրենքից վերցված տողերը, հետևո՞ւմ են դրա կատարմանը, քայլեր ձեռնարկո՞ւմ են այդ օրենքի՝ օրենքով գործելու համար, գոնե մեկ անգամ վերևում օրինակ բերված դեպքի ահազանգ ստացե՞լ են կամ գնացե՞լ են այդ ահազանգի հետքերով, պատժե՞լ կամ աշխատանքից հեռացրե՞լ են դրամարկղում նստած անպատասխանատու աշխատակցին, բժշկին, տնօրենին, վարչության ղեկավարին...

Բայց ինչե՞ր ենք խոսում: Ինչպես ասում են՝ սա Հայաստանն է ու վերջ:

Որպես ավարտ ներկայացնենք նախարարության՝ մեկ այլ հարցին տրված պատասխան: Բնակիչը նշում է, թե գյուղերում չկան հիվանդանոցներ, լավագույն դեպքում ամբուլատորիաներ են, որտեղ միայն բուժքույր է, այնուհետև հետաքրքրվում՝ ի՞նչ պետք է անի բնակիչը անհապաղ դեպքերում, եթե, օրինակ, գիշերը վատանում են և դեղորայքի կարիք է լինում: Իսկ նախարարությունից էլ տեղեկացնում են, որ գյուղական բժշկական ամբուլատորիաներում աշխատում են ԱԱՊ բժիշկներ, իսկ բուժակ–մանկաբարձական կետերում՝ բուժքույրեր: Եվ ՀՀ բոլոր այն գյուղերը, որոնք չունեն ամբուլատորիաներ, կցված են մոտակա գյուղական բժշկական հաստատությանը, որի բժիշկներն էլ սպասարկում են պացիենտներին: Բայց քանի ամբուլատորիաները շուրջօրա չեն աշխատում, շտապ անհետաձգելի բուժօգնություն պահանջող դեպքերում հարկավոր է դիմել տվյալ համայնքը սպասարկող շտապօգնության ծառայությանը:
