Ներդրումները կտրուկ նվազել են. ի՞նչ անել. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Բիզնես ծրագրերի իրականացմանն օժանդակելու նպատակով ակնկալվող ներդրումային հիմնադրամի գործունեությունը կառավարությունը պատրաստվում է սկսել առաջիկա երկու–երկուսուկես ամսվա ընթացքում։ Դա լինելու է այն կառույցը, որի միջոցով իրականացվելու են առավել հեռանկարային և շահավետ ներդրումային ծրագրերը։
Ներդրումների խիստ սահմանափակ լինելու պայմաններում կառավարությունը մտադիր է գոնե սկզբնական շրջանում պետության մասնակցության ճանապարհով պայմաններ ստեղծել մասնավոր կապիտալի հոսքերը տնտեսության մեջ ակտիվացնելու համար։ Վերջին տարիներին դրանք անընդհատ կրճատվում են։
Անցած տարվա ինը ամիսների տվյալներով, Հայաստանի տնտեսության մեջ իրականացված օտարերկրյա ներդրումների զուտ հոսքը կազմել է ընդամենը 92 մլն դոլար։ Այն համարժեք է համախառն ներքին արդյունքի ընդամենը 1,3%–ին, ինչը չափազանց քիչ է երկարաժամկետ աճ ապահովելու համար։ Մոտավոր գնահատումներով, դրա համար անհրաժեշտ է տարեկան շուրջ 500 մլն դոլարի ներդրում։
Տնտեսության նկատմամբ ներդրումային հետաքրքրություններն ակտիվացնելու նպատակով կառավարությունը կարճ ժամանակահատվածում հասցրել է մշակել օտարերկրյա ներդրումների մասին նոր օրենքի նախագիծ, որով նախատեսվում է օրենսդրորեն ուժեղացնել և միջազգային չափանիշներին համապատասխանեցնել ներդրումների պաշտպանությունն ու երաշխավորումը։
Նոր օրենքով կփոխվի վերաբերմունքը օտարերկրյա ներդրողների նկատմամբ։ Նրանք կստանան գործելու բարենպաստ դաշտ և ներդրումների պաշտպանվածության բարձր մակարդակ, այդ թվում՝ վեճերի լուծման ժամանակ այլընտրանքային միջոցների կիրառման, մասնավորապես արբիտրաժի հնարավորություն։ Ներկայում արբիտրաժ կարելի է դիմել միայն ներպետական բոլոր միջոցներն սպառելուց հետո, ինչը հաճախ անհնար է դարձնում այդ ատյան հասնելը։
Դրան զուգահեռ, ստեղծված ներդրումային հարթակի միջոցով կառավարությունը սկսել է մասնավոր հատվածից, ճյուղային նախարարություններից, մարզերից ներդրումային ծրագրերի հավաքագրումը։ Արդեն իսկ ստացվել է շուրջ 160 նման առաջարկ։ Կատարված աշխատանքների արդյունքում, ակնկալվում է, որ առաջիկա մեկ–երկու ամիսներին 8 ընկերությունում կիրականացվի շուրջ 3 մլրդ դրամ ներդրում, ինչը թույլ կտա բացել ավելի քան 800 նոր աշխատատեղ։
Կառավարությունը պատրաստվում է գործարար հանրության հետ քննարկումների արդյունքների և միջազգային փորձի ուսումնասիրության հիման վրա ներկայացնել պետություն–մասնավոր գործընկերություն նոր և արդյունավետ մոդել: Դրա հիման վրա կձևավորվի այն օրենսդրական բազան, որը թույլ կտա հստակ և ընկալելի մեխանիզմներով իրականացնել պետություն–մասնավոր գործակցությունը։
Ներդրողների շրջանում հետաքրքրություններն ավելացնելու ուղղություններից մեկն էլ դիտարկվում է գործարար շփումների ակտիվացումը։ Այդ նպատակով փետրվար–մարտին կանցկացվեն հայ–ֆրանսիական և հայ–էմիրաթական ներդրումային համաժողովներ։
