Եվս 5 միլիարդ դրամ ճանապարհների նորոգման ու 40 միլիոն էլ՝ քարտեզագրման ու թվայնացման համար. «Փաստ»

«Փաստ» օրաթերթը գրում է.

2018 թ. պետական բյուջեով «Պետական նշանակության ավտոճանապարհների հիմնանորոգում» ծրագրով ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարությանը հատկացվել է 498 միլիարդ 137 միլիոն 200 հազար դրամ, «Տրանսպորտային օբյեկտների հիմնանորոգում» ծրագրով՝ 81 միլիոն 527 հազար դրամ: «Պետական նշանակության ավտոճանապարհների հիմնանորոգում» ծրագրով կառավարությանը նախատեսվել է տրամադրել 5 միլիարդ 880 միլիոն 335 հազար դրամ:

Քանի որ ծրագրի պատվիրատուն ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարությունն է, և 2018թ. իրականացման ենթակա շինարարական աշխատանքների նախագծա–նախահաշվային փաստաթղթերը պատրաստ են, անհրաժեշտություն է առաջացել իրականացնել վերաբաշխում՝ նշված 5 միլիարդ դրամը կառավարությունից ուղղելով ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարությանը:

Բացի այդ, ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարությանը 2018 թ. պետական բյուջեով նախատեսված կառավարության պահուստային ֆոնդից ճանապարհային ցանցի թվային քարտեզագրման, համակարգչային ծրագրային փաթեթների ձեռքբերման նպատակով այս տարվա երրորդ եռամսյակում կհատկացվի 40 միլիոն դրամ` բյուջետային ծախսերի տնտեսագիտական դասակարգման «Տեղեկատվական ծառայություններ» հոդվածով: Նպատակը 2017–2022 թթ. միջոցառումների ծրագրով ամրագրված «Մինչև 2019 թ. ավարտը ՀՀ շուրջ 7500 կմ երկարությամբ ճանապարհային ցանցի գույքագրում, քարտեզագրում և թվայնացում» դրույթի կատարման ապահովումն է:

Վերաբաշխումը վերաբերում է Համաշխարհային բանկի աջակցությամբ իրականացվող Կենսական նշանակության ճանապարհացանցի բարելավման 2 ծրագրերին՝ «Սիմենս» ընկերության հետ 2017 թ. չորրորդ եռամսյակում կնքված ճանապարհային հաշվիչ սարքերի ձեռքբերման վճարումն իրականացնելու համար: Բանն այն է, որ նախորդ տարի վճարվել է միայն առաջին կանխավճարը պայմանագրային արժեքի գումարի 10%–ի չափով՝ 179 հազար 570 եվրո, իսկ 90%–ը դեռ ենթակա է վճարման: Միաժամանակ անհրաժեշտություն է առաջացել «Համաշխարհային բանկի աջակցությամբ իրականացվող Կենսական նշանակության ճանապարհացանցի բարելավման լրացուցիչ ծրագրից» 5113 հոդվածից կատարել վերաբաշխում՝ «Համաշխարհային բանկի աջակցությամբ իրականացվող Կենսական նշանակության ճանապարհացանցի բարելավման ծրագրի» 5129 հոդվածին՝ այլ մեքենաներ ու սարքավորումներ հոդվածին՝ 30 հաշվիչների ձեռք բերման նպատակով կնքված պայմանագրային պարտավորությունները կատարելու համար:
