Բնապահպանական ճակատի հայցն ընդդեմ ԱԻՆ–ի. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Այսօր ՀՀ վարչական դատարանում տեղի կունենա Ամուլսարի ոսկու շահագործման ծրագրի վերաբերյալ Հայկական բնապահպանական ճակատի (ՀԲՃ) հայցն ընդդեմ ՀՀ արտակարգ իրավիճակների նախարարության: Հայցը վերջերս ընդունվել է վարույթ: Ինչպես հայտնում է «Էկոլուրը»՝ 2017 թ. աշնանը ՀԲՃ–ն ՀՀ վարչական դատարան հայց էր ներկայացրել ԱԻՆ–ի դեմ` Ամուլսարի ոսկեբեր քվարցիտների հանքավայրի արտադրական վտանգավոր օբյեկտների նախագծային փաստաթղթերի տեխնիկական անվտանգության փորձաքննության բոլոր եզրակացությունների պատճենները չտրամադրելու համար, որոնք վերաբերում են բացահանքերին, հանքավայրի դատարկ ապարների լցակույտին, նատրիումի ցիանիդի միջոցով կույտային տարրալվացման հարթակին և ոսկու կորզման ֆաբրիկային:

Հայցադիմումի պատճառը նշված տեղեկատվությունը տրամադրելու պահանջն է եղել:

Հայկական բնապահպանական ճակատի անդամ, աշխարհագրագետ Լևոն Գալստյանը «Փաստ»–ի հետ զրույցում պատմեց, որ իրենց հարցումը այնքան պարզ էր, որ զարմացան, թե ինչու ԱԻՆ–ը մերժեց տրամադրել դրանք: Աշխարհագրագետի կարծիքով դրանք հանրության համար պետք է բաց դրված լինեին կայքում: ՀԲՃ–ում մերժման պատճառը աբսուրդ են համարում: Դիմելու իմաստը մերժման աբսուրդ լինելը ներկայացնելն է: Լևոն Գալստյանը նշեց՝ կարծում է, պետք է հաղթեն, և ԱԻՆ–ը ոչ միայն կտրամադրի փաստաթղթերը, այլև հետագայում նմանատիպ փաստաթղթերը, որոնք վերաբերում են բոլորին՝ մարդկանց, բնության անվտանգությանը, պետք է ընդհանրապես բաց լինեն:

Հարցին, թե երբ այդ թղթերն ունենան ու ուսումնասիրեն, այդ ինֆորմացիան որքանո՞վ կարող է ինչ–որ բան փոխել Ամուլսարի հարցում, Գալստյանը պատասխանեց՝ մինչև չունենանք, չենք կարող ասել:

«Մեր հարցման մեջ երկու ասպեկտ էր՝ նախ տրամադրել անվտանգության փորձաքննական եզրակացությունների պատճենները, ապա նաև դրանց համար հիմք հանդիսացող փաստաթղթերը, որոնք ներկայացվել են, ուսումնասիրվել և դրանց հիման վրա տրվել է դրական եզրակացություն: Այդ ամբողջ փաթեթի լինելու դեպքում նոր միայն կարելի է եզրակացնել, թե որքանով է դա օբյեկտիվ իրականացվել»:

ՀԲՃ–ի մոտ է նաև 2014 թ. եզրակացությունը, որը Բնապահպանության նախարարության եզրակացության նույն տրամաբանությամբ է տրված: Այնտեղ ոչ մի խոսք չկա, որ ամեն ինչ ուսումնասիրվել է և համապատասխանում է իրականությանը, նշված չէ, կա՞ն արդյոք վտանգներ, որոնք նախանշված չեն: Գալստյանի խոսքով՝ փաստաթղթերում եղած տվյալների 2 կամ 3 էջանոց համառոտագիրն է, որն օբյեկտիվ չի կարող լինել և ձևական բնույթ է կրում: Այժմ նրանք փորձում են ձեռք բերել նաև 2016 թ. նոր փոփոխված նախագծի ամբողջ փաթեթը, որպեսզի ուսումնասիրեն ու հստակ կարողանան պատկերացնել իրավիճակը:

Ինչ–որ ենթադրություններ ունենք, թե ինչո՞ւ է ԱԻՆ–ը գաղտնի պահում այդ փաստաթղթերը հարցին, մեր զրուցակիցը բացասական պատասխանեց, այնուամենայնիվ հավելելով, թե դա իներցիայի ուժով է արվում:

«Ինձ թվում է, պետական համակարգում ընդհանրապես իներցիայի ուժն է աշխատում, որը եկել է սովետական ժամանակներից և մինչև հիմա չի փոխվել՝ որքան հնարավոր է խոչընդոտենք, փակ պահենք, քիչ տրամադրենք ինֆորմացիա: Ցավոք սրտի, այս նույն տրամաբանությունն է աշխատում ամբողջ պետական համակարգում»:
