Վաչե Գաբրիելյանի ղեկավարած նախարարությունն ավելո՞րդ է. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Որ ՀՀ միջազգային տնտեսական ինտեգրման և բարեփոխումների նախարարությունն անհասկանալի, ամորֆ կառույց է, պարզ էր ի սկզբանե:

«Փաստ»–ն ավելի վաղ տեղեկացրել էր, որ հավանաբար նախարարությունն այն աստիճանի պետք չէր եղել կառավարությանը, որ նույնիսկ կայք չուներ: Մեր անդրադարձից կարճ ժամանակ անց, իհարկե, նախարարությունը կայք ունեցավ, բայց այդպես էլ պարզ չդարձավ, թե նախարարի, նրա միակ տեղակալի, երկու խորհրդականի ու երկու օգնականների օգտակար գործողության գործակիցն ինչքան է: Այլ կերպ ասած՝ կառույցն այս ընթացքում ինչքանո՞վ է կարողացել օգնել, որ մեր տնտեսությունն ինտեգրվի միջազգայինին և դեռ մի բան էլ բարեփոխվի:

Զարմանալի է, թե մեծ հաշվով առանձնապես թույլ զարգացած ազատական տնտեսություն ունեցող երկրի որ մասն այսքան ժամանակում հասցրեց բարեփոխել այս 7 հոգուց, երկու վարչությունից ու մեկ բաժնից բաղկացած նախարարությունը:

«Նախարարություն» կոչվող կառույցն, ամենայն հավանականությամբ, քարտուղարուհիներ, վարորդներ և իր գոյության համար պատասխանատու այլ աշխատակիցներ էլ կունենար, բայց փաստն այն է, որ կառավարությունն էլ է հասկացել, որ այն «կույր աղիքից» ավել ֆունկցիա չի կարող կատարել մեր երկրում գործող տնտեսական քաղաքականության պայմաններում:

Ու թեև «կույր աղիքն» էլ շատ կարևոր օրգան է, և դրա հեռացնելուց հետո այլ օրգաններ ստիպված են լինում նրա ֆունկցիան իրենց վրա վերցնել, սակայն կյանքը ցույց է տալիս, որ մարդն առանց դրա էլ է կարողանում նորմալ ապրել:

Մնում է հասկանալ, թե խորհրդարանական կառավարման անցնելով վարչապետից, առաջին փոխվարչապետից, երկու փոխվարչապետից և 17 նախարարից կազմված կառավարությունն ինչ սկզբունքով կձևավորվի և ինչ արդյունավետությամբ կաշխատի կառավարման նոր համակարգի պայմաններում:
