Կսահմանվի կամավոր փրկարարների փոխհատուցման կարգը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Այսուհետև կարգավորվելու են օրացուցային տարվա ընթացքում մինչև 15 աշխատանքային օր ժամկետով ՀՀ արտակարգ իրավիճակների և քաղաքացիական պաշտպանության ոլորտում պետական լիազոր մարմնի հայտով արտակարգ իրավիճակի վայր մեկնելու դեպքում կամավոր փրկարարին պետության կողմից կատարվող փոխհատուցման կարգի հետ կապված հարաբերությունները: Այս մասին որոշման նախագիծը ներառվել է հինգշաբթի կայանալիք կառավարության նիստի օրակարգում։

Կամավոր փրկարարներն արտակարգ իրավիճակների վայր մեկնելու ժամանակ հիմնական աշխատավայրում ձևակերպում են պետական կամ հասարակական պարտականությունների կատարման համար տրամադրվող արձակուրդ` առանց աշխատավարձի պահպանման:

Օրացուցային տարվա ընթացքում մինչև 15 աշխատանքային օր ժամկետով լիազոր մարմնի հայտով արտակարգ իրավիճակի վայր մեկնելու դեպքում պետական կամ հասարակական պարտականությունների կատարման համար աշխատանքային պարտականությունների կատարումից ազատված կամավոր փրկարարին պետական բյուջեի միջոցների հաշվին փոխհատուցվում է նրա հիմնական աշխատավայրում վերջինիս համար սահմանված միջին աշխատավարձը՝ հիմք ընդունելով աշխատանքային օրենսգրքի 175–րդ հոդվածի 2–րդ մասով սահմանված հաշվարկը:

Աշխատանքային պարտականությունների կատարումից աշխատողն ազատվում է ՀՀ արտակարգ իրավիճակների նախարարության տրամադրած՝ փրկարարական աշխատանքներում որպես կամավոր փրկարար ներգրավելու մասին տեղեկանքի հիման վրա:

Լիազոր մարմնի հայտով ներկայացած ֆիզիկական անձին կամավոր համարվելու պահից լիազոր մարմինը իրազեկում է կամավոր փրկարարի գործատուին էլեկտրոնային տեղեկատվության միջոցով։

Լիազոր մարմնի կողմից տրամադրվող փրկարարական աշխատանքներում որպես կամավոր փրկարար ներգրավելու մասին տեղեկանքը բաղկացած է երկու մասից` առաջին մասում նշվում են կամավոր փրկարարի ընդհանուր տվյալները և այլ անհրաժեշտ տեղեկություններ, իսկ երկրորդ մասում՝ կամավոր փրկարարի կատարած աշխատանքի փաստը հավաստող տվյալները և աշխատած օրերի քանակը: ՀՀ արտակարգ իրավիճակների նախարարության հայտով օրացուցային տարվա ընթացքում մինչև 15 աշխատանքային օր ժամկետով արտակարգ իրավիճակի վայր մեկնելու դեպքում կամավոր փրկարարին փոխհատուցման նպատակով լիազոր մարմինը կազմում է կամավոր փրկարարների ցուցակները: Դրանք կազմելու համար կամավոր փրկարարներն արտակարգ իրավիճակի վայրից վերադառնալուց հետո լիազոր մարմին են ներկայացնում տեղեկանքներ աշխատավայրի և միջին աշխատավարձի չափի վերաբերյալ, անձնագիր, բնակության և էլեկտրոնային հասցեն, գումարը ստացող կամավոր փրկարարի բանկային ռեկվիզիտները:

Ցուցակների և ստացված տեղեկատվության հիման վրա փոխհատուցման ենթակա գումարները հատկացվում են լիազոր մարմնի կողմից` տվյալ տարվա ՀՀ պետական բյուջեով լիազոր մարմնին հատկացված միջոցների հաշվին, իսկ դրա բացակայության դեպքում ՀՀ կառավարության պահուստային ֆոնդից` նշված գումարը ստացողի բանկային հաշվին, իսկ դրա բացակայության դեպքում՝ այն բանկի հաշվին փոխանցելու համար, որտեղից կամավոր փրկարարը անձնագիրը ներկայացնելու դեպքում կարող է ստանալ գումարը:

Նախագծի հեղինակները համոզված են, որ դրա ընդունումը կխթանի Հայաստանում հասարակական, կամավորական փրկարարական շարժման ձևավորումը և զարգացումը, կսահմանի սոցիալական երաշխիքներ:
