Ինչպես են աշխատում ԱԺ պատգամավորները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Փաստ» օրաթերթի՝ պատգամավորների գործունեությանը անդրադարձ կատարող հերթական հոդվածում կանդրադառնանք ԲՀԿ–ական Միքայել Մելքումյանին ու ՀՀԿ–ականներ` Գագիկ Մինասյանին, Մկրտիչ Մինասյանին և Արմեն Մխիթարյանին:
«Բարգավաճ Հայաստան» կուսակցության անդամ Միքայել Մելքումյանին պատգամավոր դառնալուց հետո բավական շատ ենք տեսել ԱԺ ամբիոնից ելույթ ունենալիս և կամ հարցեր հնչեցնելիս: Ըստ www.parliamentmonitoring.am կայքի՝ նա ելույթ է ունեցել 185 անգամ, իսկ 191 անգամ էլ հարցուպատասխանի մասնակցել: Նախորդ 4,5 տարիների ընթացքում ԱԺ նիստերից բացակայել է 114 անգամ: Ազգային Ժողովում քվեարկության դրված օրենսդրական նախաձեռնությունների քվեարկությանն իր մասնակցությունը դրսևորվել է հետևյալ կերպ. կողմ է քվեարկել 549, դեմ՝ 62 անգամ, 152 անգամ ձեռնպահ է մնացել քվեարկելուց, իսկ 87 անգամ էլ՝ ընդհանրապես չի քվեարկել ոչ կողմ, ոչ էլ՝ դեմ: Միքայել Մելքումյանը նաև բավական շատ նախաձեռնություններ ունի՝ թվով 9, այդ թվում դրանցից երկուսի միակ հեղինակը ինքն է: 2015 թ. դրությամբ ունի ավելի քան 153 միլիոն դրամ:
Մյուս երեք ՀՀԿ–ական պատգամավորների քվեարկությունները համարյա թե նույն կերպ են կատարվել: Նրանք 800–900 անգամներ կողմ են քվեարկել ԱԺ–ում քվեարկության դրված օրենսդրական նախաձեռնություններին: Դեմ քվեարկությունները բավական քիչ են՝ 9–10 անգամ: Քվեարկություններից ձեռնպահ մնացել են մեկ կամ երկու անգամ, իսկ քվեարկելուց խուսափել են 6–20 անգամներ: Այս երեք, իշխանական կուսակցության անդամ պատգամավորներից ԱԺ նիստերին ամենից քիչ ներկայացածը Արմեն Մխիթարյանն է, ով բացակայել է 117 անգամ, իսկ Գագիկ Մինասյանն ու Մկրտիչ Մինասյանը բացակայել են համապատասխանաբար՝ 72 և 27 անգամ: Երեքն էլ քիչ թե շատ ակտիվություն են ցուցաբերել՝ հարցեր տալու և ելույթներ ունենալու առումով: Գագիկ Մինասյանը հարցուպատասխանի է մասնակցել 10, իսկ Մկրտիչ Մինասյանն ու Արմեն Մխիթարյանը՝ համապատասխանաբար 12 և 6 անգամ: Նշված երեք պատգամավորներից էլ ամենից շատ ելույթներ ունեցել է Մկրտիչ Մինասյանը՝ 12 անգամ, իսկ Գագիկ Մինասյանն ու Արմեն Մխիթարյանը՝ համապատասխանաբար 9 և 3 անգամ:
Գագիկ Մինասյանը 5 օրենսդրական նախաձեռնության համահեղինակ է՝ պետաիրավական, բյուջետային և այլ ոլորտների վերաբերյալ: Նրա հայտարարագրված ունեցվածքը կազմում է 4 միլիոն 918 հազար դրամ:
Մկրտիչ Մինասյանը 4 օրենսդրական նախաձեռնության համահեղինակ է: Նրա համահեղինակած նախաձեռնությունները վերաբերում են առողջապահությանը, դրանցից է «Կրծքով կերակրումը խրախուսող» օրինագիծը: 2015 թ. դրությամբ ունի 16 միլիոն դրամից մի փոքր ավելի գումար:
Արմեն Մխիթարյանը նույնպես 4 օրենսդրական նախաձեռնության մշակման աշխատանքների է մասնակցել՝ կրթական և հարկային ոլորտների վերաբերյալ: Նրա դրամական միջոցները, ըստ 2015 թ. հայտարարագրի, կազմել են 219 միլիոն 631 հազար դրամ:
