Լրանում է Գյումրիում Ավետիսյանների ընտանիքի սպանության 3-րդ տարին:

Ավետիսյանների ընտանիքի 6 անդամների սպանությունը տեղի է ունեցել 2015 թվականի հունվարի 12-ին՝ վաղ առավոտյան, ժամը 06:00-ի սահմաններում: Նրանց մահը վրա է հասել հրազենային վնասվածքներից։ Ավետիսյանների ընտանիքից ողջ էր մնացել 6 ամսական փոքրիկը՝ Սերյոժա Արմենի Ավետիսյանը, ով կտրող-ծակող գործիքից ստացած վնասվածքներով տեղափոխվել էր բժշկական կենտրոն, այնուհետև` յոթ օր հետո նույնպես մահացել: Կասկածյալին ռուս սահմանապահները հայտնաբերել են հայ-թուրքական սահմանը հատելու փորձ կատարելիս եւ հանձնել 102-րդ ռուսական բազայի հրամանատարությանը: Նկատի ունենալով, որ նախաքննությամբ ձեռք բերված ապացույցները բավարար հիմք էին տալիս առ այն, որ հանցագործությունը կատարել է ՌԴ 102-րդ ռազմաբազայի թիվ N զորամասի զինծառայող Վալերի Պերմյակովը, 2015 թ. հունվարի 14-ին որոշում է կայացվել՝ վերջինիս ՀՀ քրեական օրենսգրքի 104-րդ հոդվածի 2-րդ մասի 1-ին կետով որպես մեղադրյալ ներգրավելու մասին:
Պերմյակովը նախ որպես ՌԴ ԶՈՒ ծառայող դատապարտվեց Հյուսիսկովկասյան օկրուգի զինվորական դատարանի կողմից՝ Ռուսաստանի Դաշնության քրեական օրենսգրքի երեք հոդվածների` 338 հոդվածի 2 կետի, 226 հոդվածի 3-րդ կետի «գ» ենթակետի եւ 222 հոդվածի առաջին կետի պահանջներով: Զենք հափշտակելու և դասալքության համար 2015 թվականի օգոստոսի 12-ին Գյումրիում դատարանը Պերմյակովին դատապարտել է 10 տարի ազատազրկման։


Սպանության մասով գործը հանձնվել է հայկական կողմին և քննվել է առանձին, առաջին նիստը տեղի է ունեցել դեկտեմբերի 18-ին։ Շիրակի մարզի առաջին ատյանի դատարանի նիստի նախագահող դատավոր Հարություն Մովսիսյանը, ներկայացնելով վճիռը, ապացուցված համարելով Վալերի Պերմյակովին ներկայացված մեղադրանքները (երկու կամ ավելի անձանց սպանություն` առանձին դաժանությամբ, շահադիտական դրդումներով, զուգորդված՝ շորթմամբ, ավազակությամբ կամ բանդիտիզմով), ամբաստանյալին դատապարտեց ցմահ ազատազրկման: Պատժի կրումը հաշվարկվում է 2015 թ. հունվարի 13-ից:

ՀՀ արդարադատության նախարարությունը ստացել է Ռուսաստանի Դաշնության դատարանի որոշումը Շիրակի մարզի ընդհանուր իրավասության առաջին ատյանի դատարանի կողմից 2016 թվականի օգոստոսի 23-ին կայացված դատավճիռը ճանաչելու և Ռուսաստանի Դաշնության տարածքում կատարելու մասին: ՌԴ դատարանի որոշումը երաշխավորում է ՀՀ դատարանի կողմից ցմահ ազատազրկման դատապարտված ՌԴ քաղաքացի Վալերի Պերմյակովի դատավճռի կատարումը անվերապահորեն ու լիովին՝ Հայաստանի Հանրապետության և Ռուսաստանի Դաշնության միջև գործող միջազգային պայմանագրերով սահմանված կարգով:
