Ինչպես են աշխատում ԱԺ պատգամավորները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Փաստ» օրաթերթի այսօրվա համարում կանդրադառնանք պատգամավորներ Գրիգորի Մարգարյանի, Հովհաննես Մարգարյանի, Ստեփան Մարգարյանի և Վրեժ Մարկոսյանի պատգամավորական գործունեությանը:
«Բարգավաճ Հայաստան» խմբակցության անդամ Գրիգորի Մարգարյանը ըստ www.parliamentmonitoring.am կայքի՝ անցած չորս տարիների ընթացքում 502 անգամ կողմ է քվեարկել, իսկ դեմ՝ միայն 22: Մարգարյանը Ազգային ժողովի նիստերից բացակայել է 105 անգամ, բացի այդ էլ երբևէ ոչ մի ելույթ և հարց չի ունեցել: Պատգամավորը նաև նախաձեռնություններ չունի, դրա փոխարեն մեծ կարողությունների տեր է՝ 2015 թ. դրությամբ հայտարարագրել է 2 միլիարդ 504 միլիոն 256 հազար դրամ: Վերջինս ԱԺ պատգամավորների՝ ամենահարուստների շարքի առաջիններից է: Սրա հետ մեկտեղ նշենք, որ վերջինս «Ապօրինի հարստացումը քրեականացնող» օրինագծի քվեարկությանը չի մասնակցել: Գրիգորի Մարգարյանը ոչ կողմ է եղել նման նախագծի ընդունմանը, ոչ էլ՝ դեմ:
«Օրինաց երկիր» կուսակցության պատգամավոր Հովհաննես Մարգարյանը կողմ է քվեարկել 432 և դեմ՝ 44 անգամ: Բացակայել է 179 նիստից, նույնքան անգամ էլ հարց հնչեցրել: Իսկ 143 անգամ էլ ելույթ է ունեցել ԱԺ ամբիոնից: Հովհաննես Մարգարյանը 7 օրենսդրական նախաձեռնության համահեղինակ է՝ տնտեսական, պետաիրավական և առողջապահական ոլորտների վերաբերյալ: Դրամական միջոցները 2015 թ. տվյալներով կազմում են 7 միլիոն 500 հազար դրամ: Շատերը կհիշեն, որ Հովհաննես Մարգարյանը ժամանակին գողացել էր ժողովրդի համար որպես օգնություն եկած կաթի փոշին, ինչի համար նա նաև կալանավայրում էր հայտնվել:
ԲՀԿ–ական Ստեփան Մարգարյանը պատգամավոր դառնալուց հետո ԱԺ–ում քննարկվող օրենսդրական նախաձեռնությունների օգտին քվեարկել է 504 անգամ, դեմ է քվեարկել 78 անգամ: ԱԺ նիստերին չի ներկայացել 79 անգամ: Նույնպես բավական շատ թվով հարցեր և ելույթներ հնչեցրած պատգամավոր է՝ հարցեր է տվել 80 անգամ, իսկ ելույթ ունեցել 28 անգամ: Ինչ վերաբերում է վերջին շրջանում մեծ ռեզոնանս առաջացրած օրենսդրական նախաձեռնություններին, ապա նշենք, որ Ստեփան Մարգարյանն, օրինակ՝ «1000 դրամների» նախագծին չի քվեարկել, իսկ 2017 թ. բյուջեի քվեարկության ժամանակ դեմ է ատահայտվել: Ընդամենը մեկ՝ «Տեղական տուրքեր, վճարներ» անունը կրող և հարկային ոլորտին վերաբերող նախաձեռնության համահեղինակ է: 2015 թ. հայտարարագրել է 29 միլիոն դրամ:
ՀՀԿ–ական Վրեժ Մարկոսյանն էլ թվարկված երեք պատգամավորներից տարբերվում է մի բանով՝ մեծամասամբ քվեարկել է հօգուտ օրենսդրական նախաձեռնությունների: Նա պատգամավորական մանդատը ստանալուց ի վեր կողմ է քվեարկել 858 անգամ, իսկ դեմ` միայն 6: Բացակայել է բավական քիչ՝ ընդամենը 52 նիստ է առանց իր ներկայության անցել: Անցած չորս տարիների ընթացքում ոչ մի անգամ ոչ ելույթ է ունեցել, ոչ էլ՝ հարցեր հնչեցրել: 67–ամյա պատգամավորը նաև նախաձեռնություններ չի ունեցել, իսկ դրամական միջոցներն էլ 2015 թ. դրությամբ կազմել են ավելի քան 791 միլիոն դրամ:
