Հայաստանը վարչապետի թեկնածությունը պետք է համաձայնեցնի՞ Մոսկվայի հետ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ռուսական մամուլը վերջին օրերին անընդհատ օրակարգի մեջ է պահում Հայաստանի վարչապետի թեման։ Մամուլում հայտնված հոդվածները մեկ վերաբերում են Պետդումայի պատգամավորի՝ թվում է թե նորություն չպարունակող հայտարարությանն առ այն, թե 2018 թ. Հայաստանի վարչապետը կլինի գործող նախագահը։ Մյուս կողմից էլ լրատվական հոսքում հայտնվում է մի հոդված Ռուսաստանի արտգործնախարարության աշխատակցի՝ ինկոգնիտո արված հայտարարության մասին, թե Հայաստանի նոր վարչապետի թեկնածության ընտրությունը չի կարող կատարվել առանց Մոսկվայի հետ նախապես համաձայնեցնելու։

Ու թեև Ռուսաստանն ինքը գտնվում է նախընտրական գործընթացում, բայց ցանկացած կերպ հիշեցնում է, որ Հայաստանի թիվ մեկ գործընթացն առանց իր միջամտության չի կարող տեղի ունենալ։ Արվում է սա միտումնավոր, թե իսկապես ինկոգնիտո մնալ ցանկացող աշխատակցի կարծիք է, դժվար է ասել:

Ռուսաստանի արտգործնախարարության՝ գաղտնի մնալ ցանկացող այդ աշխատակցի խոսքում ասվում է, թե Մոսկվային, բնականաբար, հետաքրքրում է, թե ով կղեկավարի Հայաստանի կառավարությունը քաղաքական համակարգի տրանզիտից հետո։ Ինկոգնիտո աշխատակիցը սա կապում է առաջին հերթին նրա հետ, որ Հայաստանի ապագա ներքաղաքական ճարտարապետությունը կարևոր է նաև Լեռնային Ղարաբաղի կոնֆլիկտի կարգավորման գործընթացի տեսանկյունից։ Բանն այն է, որ պառլամենտական կառավարման անցնելուց հետո վարչապետը պատասխանատու է լինելու նաև արտաքին քաղաքականության համար։

Այստեղ նաև այդ աշխատակիցը հիշեցնում է, որ 2014 թ. Սերժ Սարգսյանը հայտարարել էր, թե չի ցանկանում դառնալ վարչապետ։ Սակայն հիմա Սերժ Սարգսյանը այս հարցի շուրջ խուսափողական պատասխաններ է տալիս։ Չնայած որ նախկինում՝ 2014 թ. վերջինս պաշտոնապես հայտարարել էր, թե այլևս երբեք չի առաջադրվի որպես նախագահ, միաժամանակ չի հավակնելու վարչապետի պաշտոնի՝ նշելով իր այն համոզվածության մասին, թե նույն անձը իր կյանքում երկու անգամից ավել չպետք է Հայաստանի իշխանության ղեկին կանգնած լինի։

Մի կողմից անհայտ աշխատակիցը շեշտում է, որ առանց Մոսկվայի համաձայնության վարչապետի հարց չի լուծվի, մյուս կողմից հիշեցնում, որ Սերժ Սարգսյանը ժամանակին մի բան ասել է, իսկ հիմա կարծես թե փորձում հերքել դա։ Արդյո՞ք սա կարող է նշանակել, որ Մոսկվային գուցեև «հաճելի» չի լինի ներկայիս նախագահի թեկնածությունը։ Ցույց կտա ժամանակը։
