Ինչպես են աշխատում ԱԺ պատգամավորները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Փաստը» շարունակում է անդրադառնալ Ազգային Ժողովի պատգամավորների ցուցաբերած աշխատանքային ակտիվությանն ու պասիվությանը՝ ըստ www.parliamentmonitoring.am կայքի: Այս համարում կանդրադառնանք Արամ Մանուկյանի (ՀԱԿ), Մելիք Մանուկյանի (ԲՀԿ), Միքայել Մանուկյանի (ՀՅԴ) և Մարինե Մարաբյանի (ՀՀԿ) պատգամավորական գործունեությանը:
Այս չորս պատգամավորներից կողմ լինելու կոճակին ակտիվորեն սեղմել է ՀՀԿ–ական Մարինե Մարաբյանը, ով նաև նշվածներից օրենսդրական նախաձեռնություններին ամենից քիչ դեմ քվեարկած պատգամավորն է: Ըստ www.parliamentmonitoring.am կայքի՝ Մարինե Մարաբյանը կողմ է քվեարկել 662, իսկ դեմ՝ ընդամենը 7 անգամ: Մարաբյանը 261 նիստից բացակայելուց զատ, պատգամավոր դառնալուց ի վեր երբևէ հարցերով կամ ելույթներով հանդես չի եկել:
Հարցուպատասխանի չեն մասնակցել և ելույթներ չեն ունեցել նաև ԲՀԿ–ական Մելիք Մանուկյանն ու Դաշնակցական Միքայել Մանուկյանը: Երկուսն էլ ԱԺ նիստերից բացակայել են ավելի քան 100 անգամ, նույնպես ակտիվորեն կողմ են քվեարկել Ազգային ժողովում քննարկվող օրենսդրական նախաձեռնություններին՝ 300–400 անգամ քվեարկելով ի օգուտ հնչած օրինագծի: Ազգային Ժողովի նախաձեռնություններին դեմ են քվեարկել գրեթե միանման՝ Մելիք Մանուկյանը 40, իսկ Միքայել Մանուկյանը՝ 37 անգամ:
Վերը թվարկված պատգամավորներից ամենից ակտիվն, իհարկե, Արամ Մանուկյանն է, ով պատգամավորական մանդատը ստանալուց հետո բավական շատ հարցեր է ունեցել և ելույթներ հնչեցրել ԱԺ ամբիոնից: Ըստ www.parliamentmonitoring.am կայքի՝ Արամ Մանուկյանն անցած 4,5 տարիների ընթացքում 88 ելույթ է ունեցել և 74 անգամ էլ հարցուպատասխանի մասնակցել: Ազգային Ժողովում քննարկվող օրենսդրական նախաձեռնությունների օգտին քվեարկել է 279–ն անգամ, դեմ՝ 157: Միաժամանակ որևէ նախաձեռնության դեմ կամ կողմ քվեարկելուց ձեռնպահ է մնացել 142 անգամ: Վերջինս չորս նախաձեռնության համահեղինակ է՝ տնտեսական և պետաիրավական ոլորտների վերաբերյալ: Դրամական միջոցներն էլ 2015 թ. դրությամբ կազմել են 6 միլիոն դրամից մի փոքր ավելի:
Մելիք Մանուկյանը նախաձեռնություններ չունի, նախորդ տարվա վերջին մեծ ռեզոնանս առաջացրած նախաձեռնություններից կողմ է քվեարկել «1000 դրամների», կուսակցությունների և 2017 թ. բյուջեի օրինագծին: 2015 թ. տվյալներով հայտարարագրել է 401 միլիոն դրամ:
Մարինե Մարաբյանը նույնպես նախաձեռնություններ չի հեղինակել: Նախորդ պատգամավորի պես, նա էլ մեծ ունեցվածքի տեր է՝ հայտարարագրել է ավելի քան 77 միլիոն դրամ: Հաշվի առնելով, որ Մարաբյանը պատգամավոր դառնալուց հետո ո՛չ նախաձեռնություններ է ունեցել, ո՛չ էլ ելույթներ կամ հարցեր հնչեցրել՝ նրա «ֆունկցիան» Ազգային Ժողովում սահմանափակվել է միայն քվեարկությամբ, այն էլ՝ մեծամասամբ դրական:
Միքայել Մանուկյանը երեք օրենսդրական նախաձեռնության համահեղինակ է՝ հանրային հարցերի և ընտրական իրավունքի վերաբերյալ: Նշենք, որ դեռևս պատգամավորական մանդատը ստանալու ժամանակ՝ 2012 թ., նա դրամական միջոցներ չի ունեցել, իսկ 2015 թ. դրությամբ ունեցել է 64 միլիոն 885 հազար դրամ:
