Սաուդյան Արաբիան, Թուրքիան և Պակիստանը համատեղ պաշտպանության մասին համաձայնագիր են կնքել. Արտակ Զաքարյան

ՀՀԿ ԳՄ անդամ Արտակ Զաքարյանը ֆեյսբուքյան իր էջում գրել է.

Սաուդյան Արաբիան, Թուրքիան և Պակիստանը համատեղ պաշտպանության մասին համաձայնագիր են կնքել՝ ըստ որի, երեք երկրներից որևէ մեկի դեմ զինված հարձակումը կդիտարկվի որպես հարձակում համաձայնագրի բոլոր մասնակիցների դեմ։ Փաստաթուղթը ստորագրվել է Մեքքայի եռակողմ գագաթնաժողովի արդյունքներով և ստացել է «Մեքքայի համատեղ պաշտպանության համաձայնագիր» անվանումը։
Դրա հիմնական նպատակն է զսպման և հավաքական կարողությունների ամրապնդումը, հնարավոր ագրեսիային հակազդելը։ Խոսքը անվտանգության և պաշտպանության ոլորտներում երեք երկրների «բոլոր ուղղություններով» համագործակցության մասին է։ Թուրքիան ունի ՆԱՏՕ-ի երկրորդ խոշոր բանակը։ Սաուդյան Արաբիան՝ Պարսից ծոցի ամենահարուստ պետությունն է, իսլամի սուրբ վայրերի հայրենիքը և նավթի խոշոր արտահանողներից մեկը: Իսկ Պակիստանը միջուկային զենք ունեցող միակ մահմեդական երկիրն է։
 
Մերձավորարևելյան վերջին ռազմա-քաղաքական իրադարձություններից հետո, կարծում եմ, այս երեք երկրներին, հատկապես մտահոգել է ինչպես Իսրայելի, այնպես էլ Իրանի՝ ավելի ու ավելի ագրեսիվ ու հետևողական քաղաքականությունը:
 
Երեք երկրներից յուրաքանչյուրը, հաշվի առնելով սեփական ամբիցիոզ շահերը, իրենց նկատմամբ աճող ռեգիոնալ հակազդեցությունը, մուսուլմանական ընդհանրությունն ու աշխարհակարգի փոփոխության վեկտորները՝ հանգել են համատեղ պաշտպանության անհրաժեշտությանը: Բացի այդ, նրանք հասկացան, որ միայն ԱՄՆ դաշնակից լինելը բավարար չէ՝ լիարժեք անվտանգության ապահովման համար:
 
Դաշինքի ստեղծման շուրջ բանակցությունները, որը կարելի է անվանանել նաև «իսլամական ՆԱՏՕ»՝ ընթանում էին անցյալ տարվա վերջից։ Համաձայնագրի ձևակերպումները գրեթե ՆԱՏՕ-ական են, սակայն դրա իրականացման մեխանիզմն անհասկանալի է։ Հայտնի չէ, թե դաշնակիցները կոնկրետ ի՞նչ ռազմական օգնություն են պարտավոր տրամադրել, ո՞վ է գնագատելու միմյանց դեմ սպառնալիքի աստիճանը, և ո՞վ է որոշելու համատեղ գործողությունների կիրառման անհրաժեշտությունը։
 
Հատկանշական է նաև այն, որ Անկարայի համար այս նոր պայմանագիրը չի չեղարկում որպես ՆԱՏՕ-ի անդամ ստանձնած պարտավորությունները: Ավելին՝ Թուրքիան հայտարարում է, որ պայմանագիրը բաց է տարածաշրջանի երկրների համար։ Այսինքն՝ «իսլամական ՆԱՏՕ»-ն մերձավորարևելյան տարածաշրջանում ընդլայնվելու ցանկություն և պոտենցուալ ունի: Զարմանալի չի լինի, եթե հաջորդն այնտեղ տեսնենք Ադրբեջանին, իսկ հեռագայում նաև Միջին Ասիայի երկրներին:
 
Թե գլոբալ դերակատարներից ո՞ւմ աշխարհաքաղաքական նախաձեռնությունն է այս դաշինքը, որո՞նք են դրանց հեռու գնացող նպատակները, ու՞մ դեմ են պատրաստվում նրանք սպառազինվել, և ինչպիսի՞ ռեգիոնալ շահեր ունեն մասնակիցներից յուրաքանչյուրը՝ առայժմ դժվար է ասել, և խորը վերլուծությունների կարիք ունի:
Բայց, որ այդ ստորագրված դաշինքը, ևս մեկ շրջադարձային պահ է Մերձավոր Արևելքի համար, կարծում եմ անվիճելի է:
