Նոր ԱԺ-ում միշտ զգացվելու է ԲՀԿ-ի և մեր` «Առաջարկ Հայաստանին» ծրագրի պակասը․ Գագիկ Ծառուկյան

Պատճառը գրագետ և պատրաստված գործիչների քչությունը չէ. նման պատգամավորներ բոլոր խմբակցություններում էլ կան։ Խնդիրը այլ տեսանկյունների, այլընտրանքային արդյունավետ լուծումների, առաջարկվող ծրագրային այլ մոտեցումների և դրանց կրող ամբողջական ուժի բացակայությունն է։

Մեծ հաշվով, ես իմ թիմին նախապատրաստել էի հենց խորքային ծրագրային պայքարի, որը ցավոք չստացվեց ու ամենևին՝ ոչ մեր մեղքով։

Ինչպես գիտեք, վերջին 10-15 տարում ես չեմ առնչվել որևէ բիզնեսի միկրոկառավարմանը, ընթացիկ կառավարման պրոցեսներին (և´ օրենքը թույլ չէր տալիս, և´ իրականում դա ինձ արդեն հետաքրքիր չէր), և դա ինձ թույլ էր տալիս Հայաստանի տնտեսությանը, նրա զարգացման ռիսկերին և պոտենցիալին նայել մակրոտեսանկյունից։ Հիմա էլ, կտրված լինելով ինֆորմացիոն շատ հոսքերից, քաղաքական-հանրային միկրոպրոցեսներից, միկրոհարաբերություններից, ես հնարավորություն ունեմ խնդիրներին մակրոտեսանկյունից նայելու։ Չեմ օգտագործում «կողքից նայել» ձևակերպումը, որովհետև իմ կենսագրությամբ, որպես Ծառուկյան, ես չեմ կարող և երբեք չեմ կարողացել կողքից նայել իմ երկրում տեղի ունեցող պրոցեսներին։ Եթե կարողանայի, եթե ունենայի իմ երկրի հանդեպ որոշակի անտարբերության ունակություն, ապա լրիվ ուրիշ պայմաններում կլինեի։ Դա էլ իմ տեսակն է։

Ինչ եմ տեսնում ես հիմա՝ այդ հայացքով

Ես տեսնում եմ, որ Հայաստանը կանգնած է ցնցումների մեծ հավանականության առաջ։ Ընդ որում, խոսքը ոչ թե տեսական ապագայի, այլ՝ շատ իրական, ամիսների հեռանկարի մասին է։ Աչք չենք թարթի՝ կհայտնվենք բարդագույն վիճակում։ Միայն ռուս-ուկրաինական հակամարտության և Իրան-ԱՄՆ առճակատման բերած ռիսկերը հերիք են սա հասկանալու համար։

Ինձ չափազանց մտահոգում են մեր երկրի տնտեսական պրոբլեմները, և արհեստականորեն մեզ պարտադրված ընտրության հարցը՝ ԵՄ, թե ԵԱՏՄ։ Մեր առաջ նման սուր ընտրության հարց դնում են թե´ Արևմուտքը, թե´ Ռուսաստանը, բայց խնդիրն այն է, որ մենք ինքներս ենք մեզ հասցրել նման կոշտ, արհեստական ջրբաժանի։

Իրավիճակին գումարեք ադրբեջանական պահանջները, թուրքական հորդորները։
Սա արդեն երկու աթոռի վրա նստելու խնդիր չէ, ինչպես միամտորեն կարծում են շատերը։ Երկու աթոռն ամեն դեպքում ընտրության հնարավորություն տալիս է։ Սա մի վիճակ է, որտեղ ցանկացած որոշում, ցանկացած քայլ կարող է հակառակ կողմից լուրջ ռիսկերի, լուրջ հակազդեցության բերել։

Հիմա ի՞նչ ենք անելու, որ մեր փոքր Հայաստանը չմտնի խոշոր աշխարհաքաղաքական ցնցումների մեջ։ Սա է այսօրվա համապետական ամենաիրական օրակարգը։

Ես չգիտեմ՝ այս խորհրդարանը ինչքան կաշխատի, տարբեր վարկածներ եմ լսում, բայց քանի դեռ կա իմ քաղաքական ուժը, ես՝ որպես ղեկավար, և իմ գործընկերների նեղ թիմը, որոնց հետ միշտ քննարկում ենք նման հարցերը, մենք այս գիծն ենք տանելու.

Հայաստանը աշխարհաքաղաքական մոտիվացիաներով չպետք է մտնի ցնցումների մեջ։ Ձևեր կան, քայլեր կան՝ սրությունը հանելու, ուժեղների բախումների ժամանակ «ոտնատակ» չլինելու համար։

Մենք պարտավոր ենք մեր երկիրը հանել այս վերջնագրային բանաձևերից։ Սա արդեն իշխանություն-ընդդիմություն պայքարի խնդիր չի։ Վնասները կրելու են բոլորը, առանց բացառության։ Ինձ սա շատ է մտահոգում։ Լուծումներ կան, գուցե հեշտ չեն, գուցե բարդ են, գուցե մեծ ջանք են պահանջում, բայց դրանք կան։
