Փոքր լողավազան փակող և խրտվիլակ բռնագրավող, արի քեզ ենք սպասում. Հրայր Կամենդատյան

«Ազգային հարստությունը՝ ազգին. Ընդերքի ամբողջական ազգայնացումը՝ որպես արժանապատիվ ծերության երաշխիք»։
 
Այսօր մենք կանգնած ենք մի իրականության առաջ, որտեղ մեր երկրի ամենամեծ հարստությունը՝ մեր ընդերքը, որը սահմանադրորեն պատկանում է հենց ձեզ՝ Հայաստանի Հանրապետության քաղաքացիներին, ծառայում է ում ասես, բացի հենց հայ ժողովրդից։
 
Տարիներ շարունակ մեզ փորձում են համոզել, թե Հայաստանը չունի բավարար միջոցներ՝ մեր թոշակառուներին արժանապատիվ կյանքով ապահովելու համար։ Մեզ ասում են, թե բյուջեն դատարկ է, թե պետք է բավարարվել չնչին ավելացումներով, որոնք նույնիսկ գնաճին չեն հասնում։ Բայց սա մեծագույն սուտ է։ Միջոցներ կան, և այդ միջոցները գտնվում են մեր հողի տակ։
 
Ի՞նչ է անում օրվա ոչ լեգիտիմ իշխանությունը։ Տնտեսական ու քաղաքական հերթական շոուն ապահովելու համար նրանք իրականացնում են ինչ-որ փոքր, երկրորդական ձեռնարկությունների ձևական ազգայնացում։ Սա չնչին, կիսատ-պրատ քայլ է, որը ոչ մի ազդեցություն չի ունենում երկրի տնտեսական պատկերի վրա։ Դա ընդամենը աչքակապություն է՝ հանրությանը խաբելու և իրական խնդիրներից ուշադրություն շեղելու համար։
«Հայաքվե»-ն հստակ և աներկբա պահանջում է՝ վե՛րջ տալ այս խաբեությանը։ Մենք չենք խոսում կոսմետիկ փոփոխությունների մասին։ Մեր պահանջը հստակ է՝ ամբողջ ընդերքի և ռազմավարական հանքերի ամբողջական ազգայնացում։
 
Մենք առաջնորդվում ենք անժխտելի սկզբունքներով.
 
Առաջին՝ Ընդերքի նկատմամբ պետք է սահմանվի բացառիկ պետական մենաշնորհ։ Ազգային հարստությունը չի կարող լինել մասնավոր կամ օֆշորային խաղերի առարկա։
 
Երկրորդ՝ Բացարձակ հասցեականություն։ Հանքերից ստացված ողջ զուտ շահույթը չի գնալու կառավարական պարգևավճարներին կամ թանկարժեք մեքենաներին։ Այն կուտակվելու է հատուկ «Ազգային սոցիալական հիմնադրամում» և ուղղվելու է բացառապես ու ուղղակիորեն թոշակառուների կարիքներին։
 
Մենք միայն խոսքեր չենք շռայլում, մենք ունենք հստակ ճանապարհային քարտեզ և ժամկետներ.
 
Իշխանության անցումից հետո՝ առաջին 100 օրվա ընթացքում, մենք կընդունենք անհրաժեշտ օրենսդրական փաթեթը և կսկսենք բոլոր խոշոր հանքերի համատարած իրավական ու ֆինանսական աուդիտը։
 
Մինչև 6 ամիսը լրանալը՝ ռազմավարական նշանակության բոլոր հանքերը փաստացի կանցնեն պետական վերահսկողության ու կառավարման տակ։
 
9 ամսվա ընթացքում ՝ այդ հանքերից ստացված առաջին իսկ լումաները կուղղվեն կենսաթոշակների բարձրացման առաջին փուլին։
 
Իսկ ընդամենը 1.5 տարում մենք ամբողջությամբ կավարտենք այս բարեփոխումը՝ կենսաթոշակները հասցնելով այնպիսի մակարդակի, որը կապահովի մեր ծնողների արժանապատիվ ու բարեկեցիկ կյանքը։
 
Այդ միլիարդավոր դոլարների հասնող եկամուտները պետք է ունենան մեկ հստակ հասցեատեր՝ Հայաստանի քաղաքացին։ Մեր ծնողները, մեր տատիկներն ու պապիկները, ովքեր իրենց կյանքն են դրել այս երկրի շենացման համար, չպետք է ապրեն աղքատության շեմին։
 
Մենք թույլ չենք տալու, որ ազգային հարստությունը մսխվի։ Ընդերքը պատկանում է ժողովրդին, և այդ ընդերքի բերած ամեն մի լուման պետք է ծառայի ժողովրդի սոցիալական ապահովությանը, մեր բանակին և մեր երեխաներին։
