Ծաղիկները մնացին ջերմոցներում․ արտահանման փակ ճանապարհը գյուղատնտեսներին կանգնեցրել է ճգնաժամի առաջ

Հայաստանի ծաղկաբուծության ոլորտը կանգնած է լուրջ մարտահրավերի առաջ։ Տարիներ շարունակ ձևավորված արտահանման շուկաների խաթարումը հազարավոր ծաղիկներ է թողել ջերմոցներում, իսկ ոլորտում աշխատող մարդիկ այսօր փորձում են գտնել ելքեր՝ պահպանելու իրենց տնտեսություններն ու հաղթահարելու ֆինանսական դժվարությունները։

Արմավիրի մարզի բազմաթիվ ջերմոցային տնտեսություններում այսօր կուտակված են մեծ խմբաքանակներ, որոնք նախատեսված էին արտահանման համար։ Ծաղիկների աճեցմամբ զբաղվող տնտեսությունները նախապես կատարել էին անհրաժեշտ ներդրումները, կազմակերպել արտադրական ամբողջ գործընթացը, սակայն այժմ կանգնած են իրացման լուրջ խնդրի առաջ։

Ծիածան համայնքի ջերմոցատերերից 45-ամյա Արամը ստեղծված իրավիճակը գնահատում է որպես ոլորտի համար վտանգավոր զարգացում։

«Մեր պետությունը մի ճամփա փակեց, փոխարենը ոչ մի այլընտրանք չառաջարկեց»,– ասում է նա՝ ընդգծելով, որ առանց արտաքին շուկաների Հայաստանում աճեցած ծաղիկների արտադրությունը կարող է ծանր հարված կրել։

Ֆերմերների խոսքով՝ ներքին շուկան չի կարող կլանել այն ծավալները, որոնք նախատեսված էին արտահանման համար։ Արդյունքում արտադրանքի մի զգալի մասը մնում է չվաճառված, իսկ վաճառվող ծաղիկները հաճախ իրացվում են ինքնարժեքին մոտ կամ նույնիսկ ավելի ցածր գնով։ Սա նշանակում է, որ տնտեսությունները ոչ միայն շահույթ չեն ստանում, այլև հաճախ չեն կարողանում վերադարձնել կատարված ներդրումները։

Ծաղկաբուծությունը մշտական խնամք և զգալի ծախսեր պահանջող ոլորտ է։ Ջերմոցների ջեռուցում, ոռոգում, սածիլների ձեռքբերում, պարարտանյութեր, աշխատուժ՝ այս ամենը մեծ ֆինանսական բեռ է ստեղծում տնտեսությունների համար։ Երբ վաճառքի հիմնական ուղղությունը փակվում է, այդ ծախսերը վերածվում են կուտակվող պարտքերի։

Շատ տնտեսություններ վերջին տարիներին ընդլայնել են իրենց արտադրությունը՝ վստահ լինելով արտահանման շուկաների կայունության վրա։ Ոմանք վարկեր են վերցրել նոր ջերմոցներ կառուցելու, սարքավորումներ ձեռք բերելու և արտադրական հզորություններն ավելացնելու նպատակով։ Այսօր այդ վարկերի սպասարկումը դարձել է լուրջ խնդիր, քանի որ սպասված եկամուտները չեն ապահովվում։

Ֆերմերները նշում են, որ խնդիրը միայն իրենց անձնական կորուստների մասին չէ։ Ծաղկաբուծությամբ զբաղվող համայնքներում հարյուրավոր ընտանիքների եկամուտը կախված է այս ոլորտից։ Եթե իրավիճակը երկար շարունակվի, վտանգի տակ կարող են հայտնվել աշխատատեղերը, իսկ որոշ տնտեսություններ ստիպված կլինեն դադարեցնել գործունեությունը։

Մասնագետների գնահատմամբ՝ ոլորտի համար անհրաժեշտ են արագ և համակարգված լուծումներ։ Խոսքը վերաբերում է ոչ միայն արտահանման խոչընդոտների վերացմանը, այլև նոր շուկաների որոնմանը, պետական աջակցության ծրագրերի մշակմանը և արտադրողների մրցունակության պահպանմանը։

Մինչ այդ Արմավիրի մարզի բազմաթիվ ջերմոցներում շարունակում են մնալ հազարավոր չվաճառված ծաղիկներ։ Դրանք դարձել են ստեղծված իրավիճակի ամենախոսուն խորհրդանիշը՝ ցույց տալով, թե որքան խոցելի կարող է լինել նույնիսկ տարիներով ձևավորված և հաջողությամբ աշխատող ոլորտը, երբ կորցնում է իր հիմնական շուկան։
