ԵԱՏՄ՞, թե՞ ԵՄ. Հարցը բավական սուր է դրված

Եվրասիական տնտեսական միությո՞ւն, թե՞ Եվրամիություն։ Այս հարցը դարձել է բավականին լուրջ կռվան Հայաստանի խորհրդարանական ընտրությունների քարոզարշավի ընթացքում, ընդ որում՝ Ռուսաստանից հստակ պատասխան են ակնկալում Հայաստանի գործող իշխանություններից։ Ռուսաստանի փոխարտգործնախարար Միխայիլ Գալուզինը հայտարարել է, թե Հայաստանը չի կարող լինել և՛ Եվրասիական տնտեսական միությունում, և՛ Եվրամիությունում։

«Ինչպես ասում են, միաժամանակ 2 հարսանիքներում պարել Հայաստանի մոտ չի ստացվի»,– նշել է Գալուզինը։ Ռուսաստանի փոխվարչապետ Ալեքսեյ Օվերչուկն էլ հայտարարել է, թե մայիսի վերջին Աստանայում ծրագրված ԵԱՏՄ գագաթնաժողովի ընթացքում քննարկվելու է նաև կազմակերպությունում Հայաստանի կարգավիճակի հարցը։ Բնական է, հարցն այնքան լուրջ կարևորություն ունի, որ ռուսական կողմի պաշտոնյաներին արձագանքել են թե՛ Նիկոլ Փաշինյանը, թե՛ արտգործնախարար Արարատ Միրզոյանը։ Միրզոյանը, օրինակ, հայտարարել է, թե ԵԱՏՄ երկրները չեն կարող Հայաստանին դուրս հանել միությունից, իսկ Երևանի օրակարգում, ըստ նրա, այս պահին կառույցից դուրս գալու հարց չկա։

«Հայաստանի կարգավիճակը ԵԱՏՄ-ում հստակ է, Հայաստանը ԵԱՏՄ լիիրավ անդամ է։ Չկա այդպիսի բան՝ կանոնադրությամբ նախատեսված։ Դա մեր կողմից կարող է քննարկվել, եթե մենք հանկարծ մի օր որոշում կայացնենք չլինել ԵԱՏՄ անդամ։ Խոսել միշտ կարող են, մենք էլ միշտ կարող ենք մասնակցել ցանկացած թեմայով խոսակցության, բայց մեր օրակարգում այս պահին ԵԱՏՄ-ից դուրս գալու խնդիր դրված չէ, հետևաբար այդ քննարկումը շատ սիրողական կամ փիլիսոփայական բնույթ կարող է կրել։ Եթե որևէ մեկը հարց ունի, կարող ենք քննարկել, ոչ մի խնդիր չեմ տեսնում»,– ասել է ԱԳ նախարարը։

Այսօր առավոտյան էլ լրագրողների հետ զրույցում Փաշինյանն է անդրադարձել ռուսական կողմի մտահոգություններին, նշել, թե Եվրասիական տնտեսական միությունում Հայաստանի կարգավիճակի հարցը կարող է քննարկել միայն Հայաստանը։ Անդրադառնալով ԵԱՏՄ-ում Հայաստանի անդամակցության թեմային՝ Փաշինյանը նշել է, որ միության կանոնակարգերով անդամ երկրի դուրս գալու որոշումը կարող է ընդունվել միայն տվյալ պետության կողմից։

«ԵԱՏՄ-ում կարգավիճակի հարցը ԵԱՏՄ-ի կարգավորումներով կարող է քննարկել միայն Հայաստանը։ ԵԱՏՄ-ի անդամը միայն կարող է որոշել դուրս գալ, այլ գործընթաց չկա։ Ցանկացած հարց կարող ենք քննարկել, և ենթադրում եմ՝ մեր գործընկերների մոտ կարող են հարցեր ծագել, և մենք բոլոր հարցերին համբերատար կպատասխանենք»,– ասել է Փաշինյանը։

Ամեն դեպքում, որքան էլ Հայաստանի գործող իշխանությունները փորձեն խուսանավել, փաստն այն է, որ այդ կառույցում Հայաստանն արդեն իսկ խնդիրների է բախվում իր վարած քաղաքականության հետևանքով։ Մասնավորապես՝ Հայաստանից ծաղիկների արտահանումը դադարեցվել է, շատ ապրանք արտահանողներ խնդիրների առջև են կանգնում։ Հայաստանին լուրջ տնտեսական հետևանքներ են սպասում, եթե շարունակի նույն տրամաբանության մեջ։
