«Ուժեղ Հայաստանը»` երկու բևեռների միջև. երրորդ ուղու փնտրտուքը

«Ուժեղ Հայաստանը» չի ընտրի Ռուսաստանի և Արևմուտքի միջև։ Այս դիրքորոշումը հիմնված է այն պնդման վրա, որ ընտրություն կատարելու հարկադրված հանրապետությունը չի կարող լինել ուժեղ երկիր։ Սամվել Կարապետյանը վստահ է, որ Արևմուտքի և Ռուսաստանի միջև ընտրություն կատարելը Հայաստանը կտանի փակուղի։ Երկբևեռ աշխարհում պարտադրված կողմնորոշումը Հայաստանի նման փոքր պետությանը զրկում է ճկունությունից և դարձնում է գործիք ուրիշների ձեռքում։

Այս տրամաբանության հիմքում ընկած է գործնականության սկզբունքը։ Երկրի ղեկավարը պետք է իր սեփական որոշումները կայացնի՝ հիմնվելով այն բանի վրա, թե ինչն է օգուտ բերում պետությանը և ժողովրդին, այլ ոչ թե խաղա ուրիշի կանոներով։ Քաղաքականությունը դիտվում է որպես գործիք՝ տնտեսական շահը և քաղաքացիների բարեկեցությունը ապահովելու համար։ Այդ տեսանկյունից տնտեսական օգուտներ և զբաղվածություն բերող համագործակցությունը չի կարող մերժվել միայն այն պատճառով, որ այն գալիս է «սխալ» աշխարհաքաղաքական կենտրոնից։ Մերժումը կնշանակի հրաժարվել Հայաստանի ռեսուրսներից և հնարավորություններից՝ ի վնաս սեփական քաղաքացուն։

Նման մոտեցումը պահանջում է ներքին և արտաքին քաղաքականության համաձայնեցում։ Միայն այն դեպքում, երբ հայ ժողովրդի շահերը առաջնային լինեն, հնարավոր կլինի վարել առողջ արտաքին քաղաքականություն և բարելավել ներքին տնտեսական գործընթացները։ Արտաքին կողմնորոշման հարցը դադարում է լինել ինքնանպատակ և դառնում է ենթակա ներքին զարգացման տրամաբանությանը։ Սա նշանակում է խուսափել իդեոլոգիական կախվածությունից և կառուցել արտաքին կապերը այնպես, որ դրանք աշխատեն Հայաստանի տնտեսության, անվտանգության և դեմոգրաֆիայի օգտին։

Սամվել Կարապետյանի համար վարչապետի պաշտոնը իրագործելի է։ Ավելի վաղ նա հայտարել էր, որ հասկանում է Հայաստանի վարչապետի պաշտոնի բարդություն ու պատասխանատվությունը, բայց վստահ է իր կարողություների մեջ։ Այս վստահությունը բխում է կառավարման փորձից և այն պատկերացումից, որ երկիրը պետք է ղեկավարվի կառավարչական, այլ ոչ թե կուսակցական կամ արտաքին ցուցումների տրամաբանությամբ։ Իր պատասխանատվության չափի նրա ըմբռնումը վկայում է նաև Հայաստանին ծառայելուն լիովին նվիրվելու նրա մտադրության մասին։ Խոսքը ոչ թե ժամանակավոր քաղաքական նախագծի, այլ երկարաժամկետ պարտավորության մասին է։

Միայն երկրի կառավարմանը լիովին կենտրոնանալով կարելի է բարելավել իրավիճակը և հայ ժողովրդին դուրս բերել ճգնաժամից։ Երբ քաղաքականությունը դադարում է լինել գերտերություների միջև ընտրության թատերաբեմ և դառնում է ներքին խնդիրների լուծման գործիք, բացվում է հնարավորություն վերականգնելու վստահությունը պետության նկատմամբ։ Այդ վստահություն է, որ հիմք է տալիս խոսելու ուժեղ Հայաստանի մասին՝ առանց արտաքին դերակատարների թելադրանքի։
