Արժանապատիվ ծերություն՝ խոստում, որը չի իրականանում

Հայաստանում վաղուց արդեն ակնհայտ իրողություն է, որ սոցիալական ամենախոցելի խմբերից մեկը թոշակառուներն են։ Նրանց խնդիրները տարիներով կուտակվում են, իսկ լուծումները հաճախ ունենում են ժամանակավոր և ցուցադրական բնույթ։ Գործող իշխանությունն, ըստ էության, թոշակառուներին հիշում է միայն ընտրական փուլերում՝ հայտարարելով կենսաթոշակների չնչին բարձրացումների մասին, որոնք իրականում չեն փոխում նրանց կենսամակարդակը։

Այսօր թոշակառուների մեծ մասը կանգնած է տարրական սոցիալական խնդիրների առաջ։ Սննդի, դեղորայքի և կոմունալ ծառայությունների գները շարունակաբար աճում են, մինչդեռ կենսաթոշակների չափը չի համընկնում այդ աճի տեմպերին։ Արդյունքում, նույնիսկ վերջին բարձրացումները, որոնք ներկայացվում են որպես սոցիալական աջակցության քայլ, արագորեն չեզոքացվում են գնաճով՝ չթողնելով որևէ իրական ազդեցություն մարդկանց առօրյայի վրա։

Համեմատությունը ութ տարվա վաղեմության հետ առավել խոսուն է․ այն ժամանակվա համեստ, բայց հարաբերականորեն կայուն պայմանները այսօր փոխարինվել են անորոշությամբ և սոցիալական լարվածությամբ։ Թոշակառուների եկամուտները ոչ միայն չեն ապահովում արժանապատիվ կյանք, այլ հաճախ չեն բավարարում նույնիսկ նվազագույն կարիքները։

Առավել մտահոգիչ է այն հանգամանքը, որ առաջիկա տարիների համար կենսաթոշակների ինդեքսավորման հստակ և երաշխավորված մեխանիզմ չի նախատեսվում։ Միևնույն ժամանակ, կանխատեսվող գնաճը կարող է հասնել զգալի մակարդակի, ինչը փաստացի նշանակում է, որ թոշակառուների իրական եկամուտները շարունակելու են նվազել։ Սա սոցիալական ռիսկ է, որը կարող է խորացնել արդեն գոյություն ունեցող անհավասարությունը։

Սոցիալական քաղաքականության առանցքային նպատակը պետք է լինի մարդու արժանապատիվ կյանքի ապահովումը, հատկապես այն քաղաքացիների համար, ովքեր իրենց կյանքի տարիները նվիրել են երկրի զարգացմանը։ Երբ այդ սկզբունքը մղվում է երկրորդ պլան, իսկ սոցիալական խմբերի խնդիրները դիտարկվում են միայն քաղաքական նպատակահարմարության շրջանակում, ձևավորվում է այն իրականությունը, որն այսօր տեսնում ենք՝ խորացող անհավասարություն և հասարակական դժգոհություն։
