Իշխանությունը նորից պարտվեց. Տիգրան Դումիկյան

Տիգրան Դումիկյանը ֆեյսբուքյան իր էջում գրում է.

Ցանկացած իրեն հարգող իշխանություն, եթե ձախողում է պետական նշանակության հարցերում, սովորաբար հեռանում է։ Այդ մասին վկայում է միջազգային փորձը։ Իսկ առավել ևս՝ պատերազմում պարտված իշխանությունը պետք է հնարավորինս արագ գնա այդ քայլին, քանի որ պարտված իշխանության հետ գրեթե անհնար է կրկին հասնել հաղթանակի։ Խոսքը ոչ թե ռազմական, այլ ռազմավարական հարցերին է վերաբերում։

Օրվա իշխանության հայտարարությունները, թե խաղաղությունն արդեն «կայացած փաստ» է, զուրկ են իրական հիմքերից։ Հայաստան-Ադրբեջան հարաբերություններում ոչ միայն բացակայում է վերջնական ստորագրված փաստաթուղթը, այլև ակնհայտ է, որ Բաքուն շարունակում է թելադրել սեփական պայմանները։

Հետևաբար՝ գործող իշխանությանը ձեռնտու չէ ներպետական կամ ներազգային դիմադրության ձևավորումը։ Այդ պատճառով հետևողական պայքար է իրականացվում ազգային դիմադրության օջախների դեմ, և թիրախավորվում են գրեթե բոլոր այն անձինք, ովքեր համարձակվում են այլընտրանքային քաղաքական օրակարգ ձևավորել։

Պատահական չէր նաև օրեր առաջ ազգային բարերար և «Ուժեղ Հայաստան» քաղաքական շարժման առաջնորդ Սամվել Կարապետյանի տնային կալանքի ժամկետի երկարաձգումը։ Իշխանությունը լավ գիտակցում է, որ իր քաղաքական օրակարգը սպառված է։ Գրեթե բոլոր սոցիոլոգիական հարցումները վկայում են, որ թե՛ վարչապետ Նիկոլ Փաշինյանը, թե՛ նրա գլխավորած քաղաքական ուժը ունեն շատ ցածր վարկանիշ։

Սամվել Կարապետյանի նկատմամբ այս ակնհայտորեն քաղաքական բնույթ կրող որոշումը ևս մեկ անգամ ի ցույց դրեց իշխող վերնախավի իրական մտավախությունները։ Սակայն թե՛ Հայաստանի, թե՛ միջազգային ընտրական փորձը ցույց է տալիս, որ քաղաքական մրցակիցների մեկուսացումը չեն կարող էականորեն փոխել հանրային տրամադրությունները։ Հակառակը՝ դրանք հաճախ ավելի են մոբիլիզացնում հասարակությանը, խթանում քաղաքացիական ակտիվությունը, ավելացնում հանրային աջակցությունն ընդդիմադիր բևեռին, տվյալ դեպքում՝ «Ուժեղ Հայաստան» դաշինքին։

Հետևապես, Սամվել Կարապետյանի կալանքի ժամկետի երկարաձգման որոշմամբ իշխանությունը հերթական անգամ վերահաստատեց իր պարտությունը։

Միևնույն ժամանակ, շրջանառվող այն թեզերը, թե «պետք է բոլորին դեմ քվեարկել» կամ «ընտրություններով Հայաստանում հնարավոր չէ փոփոխության հասնել», ընդամենը մանիպուլյացիաներ են՝ ուղղված գործող վարչակարգին աջակցելուն։ Սոցիոլոգիական ուսումնասիրությունները ցույց են տալիս, որ, ընտրողների բարձր մասնակցության դեպքում, գործող իշխանության վերարտադրությունը գործնականում անհնար է։

Ուստի վերջնական որոշումը, ամեն դեպքում, պատկանում է ՀՀ քաղաքացուն, քանի որ ընտրություններին գիտակցված և ակտիվ մասնակցությունն է լինելու այն հիմնական գործոնը, որն ապահովելու է իրական փոփոխություն։
