Անձնագրային ստվերներ. ո՞ւմ են հասանելի դառնալու մեր կենսաչափական տվյալները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Կենսաչափական անձնագրերի թեման, որը պաշտոնապես ներկայացվում է որպես արդիականացում և քայլ դեպի թվային ապագա, լուրջ կասկածների տեղիք է տալիս: Օրերս «Ոչ թրքացմանը» նախաձեռնության կողմից հրապարակված «Ստվեր անձնագրի վրա. Ինչպես Ֆրանսիան ու օլիգարխիկ կլանը գրավեցին Հայաստանի թվային ինքնությունը» հետաքննությունը բացահայտել է իշխանությունների կոռուպցիոն սխեման, որը Հայաստանի թվային ինքնության նկատմամբ հսկողությունը փոխանցել է ֆրանսիական IDEMIA ընկերությանը։

Նշվում է, որ վերջինիս և նրա նախորդների «գլոբալ էքսպանսիան ուղեկցվել է հաստատված կոռուպցիոն սկանդալներով, որտեղ պետական չինովնիկներին կաշառելը դարձել էր պայմանագրեր շահելու ստանդարտ գործիքակազմ»։ Մասնավորաբար, բերվում են օրինակներ Նիգերիայում, Բանգլադեշում, Քենիայում, Անգոլայում սկանդալների կոնկրետ օրինակները: Ավելին, Քենիայում ժամանակին խորհրդարանը քվեարկել էր այդ ընկերության գործունեությունը 10 տարի ժամկետով արգելելու օգտին. IDEMIA-ն մեղադրվում էր մարդու իրավունքների խախտման համար՝ թվային իդենտիֆիկացիայի համակարգի ներդրման ժամանակ։ Ի դեպ, ըստ հետաքննության, 2024 թվականին Մալիում ընկերությունն արգելափակել է բնակչության հաշվառման տվյալների բազան՝ այդ կերպ խաթարելով ընտրությունները, ու թույլ է տվել Ֆրանսիային պահպանել ազդեցությունը իր նախկին գաղութում։ 2017 թվականին Քենիայում նույն սարքավորումները դարձան գործիք՝ ընտրությունների արդյունքները կեղծելու համար։ Այժմ այդ տեխնոլոգիան, որն իր մեջ կրում է քաղաքական գործիքի ներուժ, ներդրվել է Հայաստանի սրտում՝ ընտրությունների նախօրեին։

Բացի այդ, նշվում է, որ այդ ընկերության 90 տոկոսը պատկանում է Advent International ներդրումային գիգանտին, որը հանդիսանում է թուրքական Բայրաքթար ԱԹՍ-ների համար պահեստամասերի մատակարար։ Փաստաթղթերով ապացուցված է, որ նման ԱԹՍներ ադրբեջանական բանակը կիրառել է Լեռնային Ղարաբաղի դեմ։ Նույնիսկ Հայ Դատի Ամերիկայի հանձնախմբի կայքում տեղադրված է հրապարակում, որտեղ կոչ է արվում Advent International ընկերությանը՝ դադարեցնել ռազմական սարքավորումների մատակարարումը Թուրքիային։

Այսպիսով, ըստ հետաքննության հեղինակների, Փաշինյանը ոչ միայն հարստացրել է օլիգարխիկ կլանին, այլ նաև փոխանցել է բնակչության ռազմավարական կենսաչափական տվյալները մի կառույցի, որը կապ ունի զենքի արտադրության հետ, իսկ այդ զենքը կիրառվել է նրա պետության դեմ։ Այսինքն, քիչ չէ, որ բնակչության համար կենսաչափական անձնագրերը թանկացել են 25 անգամ՝ 1000 դրամից դառնալով 25000 դրամ, հայ ժողովրդի անձնական տվյալներն էլ դարձել են «օտարի ռազմավարական խաղի մի մաս»։

Ինչ վերաբերում է Հայաստանին, ապա հետաքննությունը պարզել է մի շարք անձնական ու քաղաքական կապերի առկայություն:
