Ադրբեջանում հանքարդյունաբերական բումի են պատրաստվում, իսկ մե՞նք...«Փաստ»

«Փաստ» օրաթերթը գրում է.

Մոտ մեկ շաբաթ առաջ Ադրբեջանի նախագահ Իլհամ Ալիևը կարգադրություն է ստորագրել այդ երկրում լեռնահանքային (մետաղական հանքաքարի) և մետալուրգիական արդյունաբերության զարգացման ապահովմանն ուղղված մի շարք միջոցառումների մասին:

Բավականին ծավալուն փաստաթղթում նշվում է, որ այս ոլորտների զարգացումը Ադրբեջանի համար ունի ռազմավարական նշանակություն՝ տնտեսության դիվերսիֆիկացման, ինդուստրացման խորացման, արտահանման կառուցվածքի ընդլայնման և տարածաշրջանների սոցիալ-տնտեսական զարգացման արագացման տեսանկյունից: Ի դեպ, առանձնահատուկ շեշտվում է Արցախի՝ Ադրբեջանի կողմից զավթված տարածքների հանքերի մասին: Խոսքն այն հանքերի մասին է, որոնք ժամանակին լիարժեք չեն էլ օգտագործվել Արցախի կողմից՝ բնությանը վնաս չպատճառելու, շրջակա միջավայրը պաշտպանելու նկատառումներով: Սակայն Ադրբեջանը, որն ինքնին բնապահպանական ամենամեծ վնասն է հասցնում տարածաշրջանին, սակայն հաճախ Հայաստանին ու Արցախի մեղադրել է շրջակա միջավայրն աղտոտելու մեջ, սկսել է անհամեմատ մեծ ուշադրություն դարձնել հանքարդյունաբերությանը, լեռնահանքային և մետալուրգիական արդյունաբերությանը: Դրա համար կազմվում են համակարգային ծրագրեր, գլոբալ հաշվարկներ են իրականացվում և այլն: Ավելին, վերոնշյալ կարգադրության մեջ որոշ ձեռնարկությունների նույնիսկ լուրջ արտոնություններ են տրամադրվում, ինչպես նաև «համաներում» է հայտարարվում դրանց՝ պետությանն ունեցած պարտքերի համար:

Իսկ ահա Հայաստանում, որն առանց այն էլ շատ հարուստ չէ հանքերով, որոշակի շրջանակներ իրենց պարտքն են համարում անընդհատ պայքարել հանքարդյունաբերության դեմ: Բավական է՝ այս ոլորտի զարգացման ուղղությամբ որևէ նախաձեռնություն կամ ծրագիր իրականացվի, բարձրացվում է մեծ աղմուկ: Այնինչ, հանքարդյունաբերությունը, նաև մետալուրգիան մեր երկրի տնտեսության համար ուղղակի փրկօղակ են:
