Ընդդիմության բաժանվածությունը՝ իշխանության գլխավոր առավելությունը

Հայաստանյան ներքաղաքական կյանքը շարունակում է ձևավորվել նախընտրական տրամադրությունների ազդեցության ներքո։ Իշխանությունն ակնհայտորեն կենտրոնացրել է իր ռեսուրսները վերարտադրվելու նպատակով, մինչդեռ ընդդիմադիր դաշտում շարունակում է բաց մնալ հիմնական հարցը՝ արդյոք քաղաքական ուժերը պատրաստ են հաղթանակի համար երկրորդ պլան մղել սեփական ամբիցիաները։

«Հենակետ» վերլուծական կենտրոնի փորձագետ Վահագն Սարոյանը «Փաստ»-ի հետ զրույցում ընդգծում է, որ առաջիկա ընտրությունների նախաշեմին ընդդիմության գլխավոր խնդիրն իշխանության փոփոխությունն է, ինչը ենթադրում է ոչ միայն հայտարարություններ, այլև գործնական քայլեր՝ ներքին մրցակցությունը վերափոխելու և միասնական օրակարգ ձևավորելու ուղղությամբ։

Նրա խոսքով՝ ընդդիմադիր ուժերը չպետք է իրենց ռեսուրսները ծախսեն միայն խորհրդարանում ներկայացվածություն ապահովելու վրա, քանի որ այդ մոտեցումը խորացնում է մասնատվածությունը և թուլացնում ընդհանուր արդյունքը։ Եթե ուժերը մասնակցում են առանձին, ապա ձայները բաժանվում են, փոքրերը չեն հաղթահարում շեմը, իսկ այդ ձայները փաստացի ավելացնում են իշխող ուժի հարաբերական առավելությունը։

Փորձագետը նշում է, որ մինչ այժմ տեսանելի չեն այնպիսի քայլեր, որոնք ցույց կտան խոշոր ընդդիմադիր բևեռների պատրաստակամությունը՝ միավորվելու կամ իրենց շուրջ համախմբելու մյուսներին։ Նրա գնահատմամբ՝ խնդիրը ոչ այնքան ռեսուրսների անհավասարությունն է, որքան քաղաքական կամքի պակասը։

Սարոյանը կարևորում է, որ ընդդիմությունը հանդես գա նվազագույն ընդհանուր ծրագրով, համաձայնի միասնական ցուցակի կամ դաշինքի շուրջ, հստակեցնի վարչապետի թեկնածուին և ստեղծի միասնական քարոզչական ու կազմակերպչական կենտրոն։ Առանց այս քայլերի համախմբման մասին խոսակցությունները, նրա համոզմամբ, կմնան ձևական։

Միաժամանակ, քաղաքական դաշտում արդեն հնչում են միավորման կոչեր։ Հայկանդուխտ ավանդապաշտ ժողովրդավարական կուսակցությունը հանդես է եկել հայտարարությամբ՝ առաջարկելով փոքր ուժերին միավորվել և չմասնակցել առանձին՝ շեմը չհաղթահարելու և ձայների փոշիացման վտանգը նվազեցնելու համար։ Կուսակցությունը կոչ է անում կողմնակիցներին աջակցել այն ընդդիմադիր ուժին, որը կունենա առավել մրցունակ դիրքեր։

Այս ամենը ցույց է տալիս, որ առաջիկա ընտրությունների հիմնական ինտրիգը ձևավորվելու է ոչ միայն իշխանություն-ընդդիմություն հակադրության, այլև ընդդիմության ներսում միասնականության հնարավորության շուրջ։ Առանց դրա ընտրական պայքարը կարող է կրկին ընթանալ այն սցենարով, որը ձեռնտու է գործող իշխանությանը։
