Խաղաղության պատրանքը և անվտանգության ճգնաժամը

Անվտանգության հարցերը կրկին դարձել են Հայաստանի օրակարգի առանցքը։ Հայաստանի և Ադրբեջանի միջև խաղաղ գործընթացը դիտարկվում է ոչ թե որպես կայունության ուղի, այլ որպես քաղաքական խաղերի ծխածածկույթ, որի ներքո ձևավորվում են նոր, ավելի վտանգավոր իրողություններ։

Այս համատեքստում ակնհայտ է դառնում դերերի անհամաչափ բաշխումը։ Ադրբեջանը, պահպանելով կոշտ և երբեմն բացահայտ սպառնալիքային հռետորաբանությունը, միաժամանակ հնարավորություն է տալիս Հայաստանի իշխանությանը հանդես գալ որպես խաղաղության կողմնակից։ Սակայն այդ պատկերը չի թաքցնում իրականությունը․ հայկական կողմը հաճախ հայտնվում է զիջումների դիրքում՝ առանց համարժեք հակակշիռների ձևավորման։

Վերջին հայտարարությունները ևս մեկ անգամ ընդգծում են այդ անհավասարակշռությունը։ Ադրբեջանի ղեկավարությունը նույնիսկ հրապարակայնորեն չի խուսափում այնպիսի ձևակերպումներից, որոնք ուղղակիորեն կասկածի տակ են դնում Հայաստանի ինքնիշխանության հիմնարար բաղադրիչները։ Խոսքը վերաբերում է օդային տարածքի օգտագործման մասին պնդումներին, ինչպես նաև տարածքային ամբողջականության վերաբերյալ անորոշ և մտահոգիչ գնահատականներին։ Երբ հնչում են հայտարարություններ, որ նույնիսկ կարճաժամկետ հեռանկարում որևէ երաշխիք չկա, դա արդեն դուրս է գալիս դիվանագիտական հռետորաբանության սահմաններից և մտնում է բաց քաղաքական ճնշման դաշտ։

Այս ֆոնին առավել տեսանելի է դառնում, որ խաղաղության գործընթացը չի ուղեկցվում վստահության իրական մեխանիզմներով։ Ընդհակառակը, այն հաճախ օգտագործվում է ժամանակ շահելու և նոր օրակարգեր առաջ մղելու համար։ Դրանցից մեկը «Արևմտյան Ադրբեջանի» գաղափարն է, որը, ըստ մի շարք գնահատականների, կարող է դառնալ նոր լարվածության և տարածքային պահանջների հիմք։

Ստեղծված իրավիճակում Հայաստանի առջև կանգնած է ոչ միայն արտաքին սպառնալիքների աճի, այլև ներքին կառավարման արդյունավետության խնդիրը։ Անվտանգության համակարգի ամրապնդումը, հստակ ռազմավարության ձևավորումը և դիվանագիտական հավասարակշռված քաղաքականությունը դառնում են կենսական անհրաժեշտություն։ Հակառակ դեպքում, ցանկացած «խաղաղության» օրակարգ կարող է վերածվել նոր ռիսկերով հղի գործընթացի։

Ամեն բան վկայում է, որ ներկայիս քաղաքական ուղեգիծը չի ապահովում անհրաժեշտ կայունություն։ Երկիրը դուրս է բերվել կանխատեսելի զարգացման տրամաբանությունից, և ապագայի վերաբերյալ անորոշությունը գնալով խորանում է՝ դառնալով հասարակության ընդհանուր մտահոգության հիմնական աղբյուրներից մեկը։
