Սոլիդ իշխանության ձևավորման հիմքը՝ սոլիդ ընդդիմություն. Վահե Հովհաննիսյան

Կարելի է արձանագրել, որ «Առաջարկ Հայաստանին» նախագծի շրջանակներում արված մշակումները և ծրագրային կարևորագույն դրույթները ակտիվորեն սկսել են օգտագործել այլ քաղաքական ուժեր, նրանց ներկայացուցիչները։ Այսպիսով՝ դրանք լայնորեն մտնում են հանրային կյանք։

1. Երաշխավորված խաղաղության կոնցեպտը, կարծես թե դառնում է առողջ ուժերի միասնական թեզ։

2. Ներքին համերաշխության գաղափարը նույնպես դառնում է առողջ, պատասխանատու ուժերի միասնական գաղափար։

Սա խոսում է համագործակցության պոտենցիալի, առողջ ուժերի համախմբման իրական հնարավորության մասին։

Առաջիկայում կհրապարակվեն «Առաջարկ Հայաստանին» թիմի նոր մշակումները տարբեր ոլորտներին առնչվող։ «Առաջարկ Հայաստանին» մեկ ամսվա կամ մեկ ընտրության նախագիծ չէ։ Դա ազգային-պետական փլուզումներից հետո վերականգնման, հետևությունների ու լուծումների հայեցակարգ է՝ Հայաստանի հետպատերազմյան վերականգնման ամբողջական մոտեցումներով։

Ինձ համար դա հետաքրքիր է հենց դրանով։

Մենք կարևորում ենք միջընտրազանգվածային երկխոսությունը և հանրային մթնոլորտի փոփոխությանն ուղված մյուս գրագետ քայլերը։ Դա շատ կարևոր, թերևս բեկումնային պահ է նախընըտրական Հայաստանում։ Հուսով եմ, սա նույնպես կդառնա միասնական գաղափար։

Շատ կարևոր է նաև ոչ թե սպասել հայկական «մոլդովական սցենարին», այլ՝ հաշվարկել հնարավոր սցենարները և ունենալ պատրաստի քայլեր։ Եվ առավել կարևոր է սեփական պոզիտիվ հաշվարկները չկառուցել այս կամ այն ուժի նկատմամբ հնարավոր իշխանական բռնաճնշումների վրա ։

Մեր բոլորի նպատակը պետք է լինի նոր սոլիդ իշխանության ձևավորումը՝ սահուն սահմանադրական ընթացակարգերով։ Եվ շատ կարևոր է այս ընթացքում դուրս գալ հայկական էգոցենտրիզմի որակներից։ Միայնակ այս վիճակից չի կարող երկիրը հանել ոչ մի անհատ, ոչ մի առանձին ուժ, ոչ մի առանձին կուսակցություն։ Սոլիդ իշխանություն առաջին հերթին նշանակում է միասին աշխատելու իրական կարողություն, համակեցության և համագործակցության որակներ։

Սա նշանակում է նաև սոլիդ նախընտրական պայքար։ Նախընտրական շրջանում ընդդիմադիր ուժերի պահվածքը միմյանց նկատմամբ՝ ընտրողին ուղղված ազդակ է։ Այդ պահվածքն ընտրողին ասում է՝ ահա ա´յս ուժերը կարող են հետագայում ձևավորել ամուր, վստահելի իշխանականություն, ահա ա´յս ուժերին կարելի է քվե վստահել։

Այս փուլում վճռորոշ կարևորություն ունի ընդդիմադիր ուժերի հանդեպ հանրային ընդհանուր վստահության ձևավորումը։

Հանրությունը պետք է տեսնի լուրջ, գրագետ թիմեր, որոնք ոչ թե միմյանց են ոչնչացնում՝ սեփական նեղ շահի համար, այլ համախմբում են ուժերը՝ վերջապես նոր, վստահելի իշխանություն ձևավորելու նպատակով։
