Բնապահպանական վճարների չափը պետք է համապատասխանի բնությանը հասցված իրական վնասին. Հրայր Կամենդատյան

Սոցիալական ծրագիր 17/87։ «ԿԱՆԱՉ ՀԱՇՎԵԿՇԻՌ»
 
Նպատակը. Ապահովել բնօգտագործման և բնապահպանական վճարների 100% նպատակային ուղղումը շրջակա միջավայրի վերականգնմանն ու պահպանմանը։
1. Ֆինանսական «Անձեռնմխելի» Ֆոնդ
 
* Նպատակային բյուջետավորում. Օրենսդրորեն սահմանել, որ հանքարդյունաբերությունից, ջրօգտագործումից և արտանետումներից գոյացած բոլոր տուրքերն ու վճարները կուտակվում են առանձին «Ազգային Բնապահպանական Ֆոնդում»։
 
* Բացառիկ օգտագործում. Արգելել այս միջոցների օգտագործումը պետական ապարատի պահպանման, պարգևավճարների կամ այլ վարչական ծախսերի համար։
 
2. Ծախսային առաջնահերթություններ
 
Ֆոնդի միջոցները պետք է ուղղվեն բացառապես հետևյալ ուղղություններին.
 
* Էկո-վերականգնում. Լքված հանքավայրերի ռեկուլտիվացիա, աղտոտված գետերի մաքրում և անտառվերականգնում։
 
* Ջրային անվտանգություն. Նոր ջրամբարների շինարարություն և գործող ջրային համակարգերի մաքրման կայանների տեղադրում (հատկապես Սևանա լճի ավազանում)։
 
* Աղբի վերամշակում. Ժամանակակից աղբավայրերի ստեղծում և թափոնների տեսակավորման գործարանների համաֆինանսավորում։
* Կանաչ էներգիա. Աջակցություն համայնքներին՝ արևային և էներգախնայող տեխնոլոգիաներ ներդնելու հարցում։
 
3. «Աղտոտողը վճարում է» սկզբունքի արդիականացում
 
* Տուրքերի վերանայում. Բնապահպանական վճարների չափը պետք է համապատասխանի բնությանը հասցված իրական վնասին։ Խոշոր տնտեսվարողները պետք է շահագրգռված լինեն ներդնել մաքուր տեխնոլոգիաներ՝ վճարները նվազեցնելու համար։
 
* Թափանցիկության վերահսկողություն. Ստեղծել հանրային հարթակ, որտեղ քաղաքացին իրական ժամանակում կարող է տեսնել, թե որքան բնապահպանական տուրք է հավաքագրվել տվյալ մարզից և ինչ կոնկրետ ծրագիր է իրականացվել այդ գումարով։
 
4. Համայնքային մասնաբաժին
 
* Ազդակիր համայնքների առաջնահերթություն. Այն համայնքները, որտեղ իրականացվում է բնօգտագործում (օրինակ՝ հանքարդյունաբերական շրջաններ), պետք է ստանան հավաքագրված վճարների առնվազն 50%-ը՝ տեղում բնապահպանական և առողջապահական ծրագրեր իրականացնելու համար։
 
5. Սպասվող արդյունքը
 
* Էկոլոգիական վերածնունդ. Բնությանը վերադարձվում է այն, ինչ վերցվում է տնտեսության կողմից։
 
* Կայուն տնտեսություն. Ջրային և բնական ռեսուրսների վերականգնումը երաշխավորում է գյուղատնտեսության և տուրիզմի երկարաժամկետ աճը։
 
* Հանրային վստահություն. Քաղաքացին տեսնում է իր վճարած հարկերի ուղղակի ազդեցությունը իր շրջակա միջավայրի վրա։
 
Ծրագրի կարգախոսը. «Բնությունից վերցվածը՝ բնությանը»։
