Խոշոր հարկատուները՝ պետբյուջեի կայունության հիմքում

Հայաստանի պետական բյուջեի ձևավորման և երկրի սոցիալ-տնտեսական կայուն զարգացման գործում առանցքային դեր ունեն խոշոր հարկատուները։ Հենց նրանց վճարած հարկերի շնորհիվ է հնարավոր ապահովել պետական կարևոր ծրագրերի իրականացումը՝ սոցիալական պաշտպանությունից և առողջապահությունից մինչև կրթություն, ենթակառուցվածքներ ու պաշտպանություն։ Խոշոր հարկատուները ոչ միայն ֆինանսական հոսքեր են ապահովում պետբյուջե, այլև հանդիսանում են տնտեսության շարժիչ ուժը՝ ստեղծելով աշխատատեղեր, խթանելով արտադրությունը և ներդրումները։

Տարիներ շարունակ Հայաստանի խոշոր հարկատուների ցանկում իրենց կայուն տեղն են զբաղեցնում այն ընկերությունները, որոնք գործում են ռազմավարական ոլորտներում։ Դրանց թվում առանձնահատուկ նշանակություն ունեն հանքարդյունաբերական ձեռնարկությունները, որոնց գործունեությունը զգալի ազդեցություն ունի թե՛ արտահանման ծավալների, թե՛ պետական եկամուտների վրա։

Այս համատեքստում առանձնանում է Զանգեզուրի պղնձամոլիբդենային կոմբինատ, որը տարիներ շարունակ հանդիսանում է Հայաստանի խոշորագույն հարկատուներից մեկը։ ԶՊՄԿ-ի կողմից պետական բյուջե վճարվող հարկերն ու պարտադիր վճարները կազմում են միլիարդավոր դրամներ՝ էական ներդրում ունենալով երկրի ֆինանսական համակարգի կայունության մեջ։

Սակայն ԶՊՄԿ-ի դերը չի սահմանափակվում միայն հարկային մուծումներով։ Կոմբինատը հանդիսանում է հազարավոր աշխատակիցների հիմնական գործատուն, ապահովում է բարձր վարձատրվող աշխատատեղեր և սոցիալական երաշխիքներ, ինչպես նաև ակտիվ մասնակցություն է ունենում մարզային զարգացման ծրագրերում։ Ընկերությունը պարբերաբար ներդրումներ է իրականացնում արտադրության արդիականացման, բնապահպանական անվտանգության բարձրացման և համայնքային նախաձեռնությունների մեջ։

Արդյունքում, ԶՊՄԿ-ն այսօր ոչ միայն խոշոր հարկատու է, այլև տնտեսության պատասխանատու և վստահելի գործընկեր պետության համար։ Նրա գործունեությունը վառ օրինակ է, թե ինչպես կարող է խոշոր բիզնեսը համատեղել արտադրական արդյունավետությունը, հարկային պարտավորությունների բարեխիղճ կատարումն ու սոցիալական պատասխանատվությունը՝ ծառայելով Հայաստանի զարգացմանը։
