Բանակը մեզ համար ոչ թե անվտանգության գործիք է, այլ անվտանգության ռեզերվ է. Փաշինյան

Մենք անվտանգության ոլորտում արդեն իսկ համագործակցում ենք Եվրամիության երկրների հետ, մենք ռազմատեխնիկական ոլորտում համագործակցություն ունենք Ֆրանսիայի հետ, մենք նաև Եվրամիության խաղաղության գործիքի միջոցով արդեն երկու անգամ աջակցություն ենք ստացել ԵՄ–ից։ Այս մասին, այսօր՝ մարտի 11–ին, Ստրասբուրգում, Եվրոպական խորհրդարանի նախագահ Ռոբերտա Մեցոլայի հետ համատեղ հայտարարության ժամանակ իր խոսքում նշեց ՀՀ վարչապետ Նիկոլ Փաշինյանը՝ անդրադառնալով հարցին, թե արդյո՞ք Հայաստանը նախատեսում է խորացնել իր համագործակցությունը Եվրոպայի հետ պաշտպանության ոլորտում։

«Մենք ընդհանուր առմամբ համագործակցում ենք Եվրամիության հետ տարածաշրջանային համատեքստում և վերջերս Ադրբեջանի հետ հաստատված խաղաղությունը մեզ համար հնարավորություն է ստեղծում, որպեսզի մենք Եվրամիության հետ մեր համագործակցությունը, այդ թվում ենթակառուցվածքային ծրագրերում ընդլայնենք։

Ես ձեր հարցին ի պատասխան մի այսպիսի նրբություն եմ ուզում նշել, որի մասին վերջերս շատ խոսում եմ նաև Հայաստանի Հանրապետության ներսում։

Ընդհանրապես, անվտանգություն ասելով, շատ հաճախ հասկանում են զենք, զինամթերք, բանակ, հատուկ ծառայություններ, օպերատիվ գործողություններ և այլն։ Մենք շատ երկար այդ ընկալման մեջ ենք եղել։

Հայաստանում էլ շատ խոսվում է անվտանգության երաշխիքների մասին, ինձ համար հիմա ակնհայտ է, որ անվտանգության միակ երաշխիքը խաղաղությունն է, չկա ավելի հուսալի անվտանգության երաշխիք, քան խաղաղությունը։ Երկրորդ շերտի անվտանգության երաշխիքը համագործակցությունն է, փոխկապվածությունը, տնտեսական համագործակցությունը և փոխշահավետությունը։

Իհարկե, մենք վերջերս նաև ռազմատեխնիկական համագործակցություն ունենք Ամերիկայի Միացյալ Նահանգների հետ, եվրոպական մի շատ երկրների հետ, որը նախկինում երբեք չենք ունեցել, բայց այնուամենայնիվ, հասկանալով, որ բանակի զարգացումը շատ կարևոր է և յուրաքանչյուր ինքնիշխան երկրի ոչ միայն իրավունքն է, այլև պարտականությունն է, անվտանգության մեր ընկալումները փոխվում են ժամանակի հետ՝ ավելի շատ ռազմականից դառնալով քաղաքական և և դիվանագիտական։ Ես կարծում եմ, որ մենք ավելի շատ պետք է շեշտը դնենք այս տրամաբանության վրա։

Հայաստանի ներսում էլ ես այս մասին խոսելիս ասում եմ՝ բանակը մեզ համար անվտանգության ոչ թե գործիք է, այլ անվտանգության ռեզերվ է, երբ որ հանկարծ որևէ պայմաններում իմ ասած առաջնային գործիքները հանկարծ չաշխատեն՝ խաղաղությունը, համագործակցությունը, փոխգործակցությունը և այդպես շարունակ»։
