Իշխանությունը շտապում է նոր Սահմանադրության հարցում

Գործող իշխանությունները աննախադեպ արագություն են միացրել նոր Սահմանադրություն մշակելու հարցում։ Նույնիսկ երեկ «Քաղպայմանագիրը» վարչության նիստ է գումարել, որտեղ Փաշինյանի բացակայությամբ (վերջինս Փարիզում է՝ խմբ.) և Գևորգ Պապոյանի նախագահությամբ քննարկվել են ՀՀ նոր Սահմանադրության նախագծին առնչվող հարցեր։ Ամիսներ առաջ Նիկոլ Փաշինյանը հայտարարում էր, թե նոր Սահմանադրության հանրաքվեն կարող է կայանալ 2027 թվականին, իսկ 2026 թ. ընթացքում կներկայացվի նոր տեքստը։ Օրերս արդարադատության նախարար Սրբուհի Գալյանը հայտարարել էր, որ Սահմանադրության տեքստի նախագիծը մարտին կհրապարակվի։

«Տեքստը գրեթե պատրաստ է։ Տեքստը հրապարակվելու է այն ցանկությամբ, որ կարծիքներ լինեն փոփոխության համար։ Այսինքն՝ բաց ենք լինելու յուրաքանչյուր առաջարկի առաջ»,- ասել է նախարարը։ Նրա խոսքով՝ դեռ չի քննարկվել և պատրաստ չէ նախաբանը, առաջին գլուխը։ «2-րդ և 3-րդ գլուխները միավորել ենք՝ դարձնելով մեկ գլուխ, որը նշանակում է, որ պետության պոզիտիվ պարտականությունը պաշտպանելն է քաղաքացիների իրավունքները։ Պետությունն ավելի մեծ բեռ է պատրաստ վերցնել»,- ասել էր Սրբուհի Գալյանը։ Նախարարը հավելել էր, որ Սահմանադրությունից հռչակագիրը հանելու հետ կապված դեռ որոշում չկա։

Գալյանի այս հայտարարությունը հնչել էր իր իսկ տեղակալ Տիգրան Դադունցի հայտարարությունից հետո, թե մարտին տեքստի հրապարակման հարցով դեռ վերջնական որոշում չունեն։ Իշխանությունը որևէ կերպ չի մեկնաբանում, թե որն է հապճեպության պատճառը։ Արդյո՞ք մտադիր են շուտ ավարտել նոր Սահմանադրության տեքստի մշակումը և այն հանրաքվեի դնել խորհրդարանական ընտրությունների հետ։ Եթե այդպես է, ապա Փաշինյանը շտապելու պատճառներ ունի։ Մյուս կողմից էլ գիտակցում են, որ առանձին սահմանադրական հանրաքվե անելու դեպքում ձախողվելու են, իսկ դա Ադրբեջանին լրացուցիչ կռվաններ կտա նոր էսկալացիա սկսելու համար։
