Ժամկետից շուտ նախընտրական քարոզարշավ՝ լիազորությունների գերազանցումով. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Փաշինյանն ու յուր քպականները, «ներկուսակցական քարոզի» անվան ներքո, իրականում զբաղված են ամենաիսկական նախընտրական քարոզարշավով: Հընթացս նկատենք, որ ՀՀ Կենտրոնական ընտրական հանձնաժողովը հաստատել է հունիսի 7-ին կայանալիք ընտրությունների ժամանակացույցը, ըստ որի, նախընտրական քարոզչության ժամանակահատվածը սկսվում է մայիսի 8-ին և ավարտվում է հունիսի 5-ին ժամը 24:00-ին: Ու վերջ:

Իսկ Նիկոլ Փաշինյանն ու ՔՊ-ն նախընտրական քարոզչություն սկսել են իրականացնել մայիսի 8-ից երկու ամիս առաջ՝ այս ամսվա սկզբից: Սա իրավաբանները և քաղաքական շատ գործիչներ համարում են օրենքի կոպտագույն խախտում:

Բայց դա միայն խնդրի մի կողմն է: Այս քարոզարշավի ընթացքում, կարելի է ասել՝ ուղիղ եթերում, բոլորը տեսնում են վարչական ռեսուրսի հստակ չարաշահում, ի լրումն՝ Փաշինյանի կողմից իր վարչապետական լիազորությունների չարաշահում և վերազանցում: Ասենք՝ մի տեղ հանձնարարում է կոնկրետ անձի չնշանակել մանկապարտեզի վարիչ, ինչը դուրս է վարչապետի իրավասությունների շրջանակից, մեկ այլ տեղ «դաբրո» է տալիս խոշորացված համայնքի ղեկավարին՝ բնակավայրի ղեկավար նշանակելու, ինչը ևս իր լիազորությունների մեջ չի մտնում: Գումարած՝ տարաբնույթ խոստումներ է տալիս:

Եթե նա որպես ՔՊ վարչության նախագահ է հանդես գալիս, ապա ինչո՞ւ է ներկայանում վարչապետի «կոստյումով»: Եթե զուտ ներկուսակցական այց է, ինչո՞ւ է հանդիպումներ ունենում այլ քաղաքացիների հետ՝ էլի վարչապետական «կոստյումով»: Եթե վարչապետի այց է մարզեր, ապա ինչո՞ւ հենց հիմա, կամ՝ ինչո՞ւ ներկուսակցական քարոզչության քողի ներքո և 50 քպականների հետ: Մի խոսքով, այս բոլոր հակասականությունները վկայում են մի բանի մասին՝ Նիկոլ Փաշինյանը բուն ընտրարշավի պաշտոնական մեկնարկից երկու ամիս առաջ քարոզարշավի է դուրս եկել: Ընդ որում, դրա ապահովման համար, ի դեպ, ներգրավվում են ոստիկանական ուժեր, այլ պետական մարմինների, ՏԻՄ-երի աշխատակիցներ ու անձնակազմեր: Ու դա օրենքո՞վ է: Եթե այլ քաղաքական ուժեր ևս դուրս գան «ներկուսակցական քարոզչության», իրավապահներն ու պետական այլ մարմինները նույն կերպ աջակցելո՞ւ են: Թե՞ հակառակը...
