Բերքի երաշխավորված մթերում․ գյուղատնտեսության ռիսկերը նվազեցնելու առաջարկ

Հայաստանի գյուղատնտեսությունը երկար տարիներ շարունակում է մնալ բարձր ռիսկայնությամբ ոլորտ։ Բերքի կորուստները, շուկայի անկանխատեսելիությունը, իրացման դժվարությունները և ֆինանսական սահմանափակ հնարավորությունները գյուղացու աշխատանքը հաճախ դարձնում են անկայուն ու դժվար կանխատեսելի։ Այս համատեքստում գործարար և բարերար Սամվել Կարապետյանի ներկայացրած տնտեսական առաջարկները նպատակ ունեն փոխել գյուղատնտեսության գործող տրամաբանությունը և այն դուրս բերել ռիսկային բիզնեսի կատեգորիայից։

«Ուժեղ Հայաստան» կուսակցության տնտեսական ծրագրի կարևոր ուղղություններից մեկը բերքի երաշխավորված մթերման համակարգի ներդրումն է գյուղերում։ Ծրագրի հեղինակների համոզմամբ՝ այս մեխանիզմը կարող է էականորեն բարելավել գյուղացիների տնտեսական վիճակը և ստեղծել կայուն զարգացման պայմաններ մարզերում։ Միևնույն ժամանակ այն կարող է նպաստել ներքին միգրացիայի նվազեցմանը, քանի որ գյուղական բնակավայրերում կստեղծվեն ավելի կանխատեսելի եկամտի հնարավորություններ։

Այս թեմային անդրադառնալով՝ «Ուժեղ Հայաստան» կուսակցության խորհրդի անդամ Նարեկ Կարապետյանը նշել է, որ գյուղացին ամեն տարի կանգնում է մի շարք լուրջ խնդիրների առաջ։

«Մենք պետք է ունենանք համաչափ զարգացում։ Ամեն տարի գյուղացին մի քանի խնդիրների է բախվում։ Նա պետք է առանց երաշխավորության և ապահովագրության աճեցնի իր բերքը, միջոցներ գտնի դրա համար, իսկ հետո փորձի արագ վաճառել շուտ փչացող արտադրանքը։ Գյուղացու համար այստեղ մի քանի մեծ ռիսկեր կան։ Եթե ուզում ենք լուծել այս հարցը, պետք է գոնե այդ խնդիրներից մեկը հանենք նրա ուսերից։ Գյուղացին պետք է զբաղվի արտադրանքով և ոչ թե անընդհատ մտածի, թե ինչպես վաճառի այն»,- նշել է Նարեկ Կարապետյանը։

Նրա խոսքով՝ բերքի երաշխավորված մթերման համակարգը կարող է հենց այդ խնդիրներից մեկը լուծել՝ գյուղացուն ապահովելով իր արտադրանքի իրացման ավելի կանխատեսելի պայմաններով։ Սա գյուղատնտեսական արտադրությունը կդարձնի ավելի կայուն և կխթանի նաև գյուղական համայնքների տնտեսական ակտիվությունը։

Նարեկ Կարապետյանը վստահ է, որ առաջարկվող տնտեսական ծրագրերը կարող են լայն աջակցություն ստանալ հասարակության շրջանում։ «Եթե մեր հայրենակիցները ցանկանում են ունենալ այն փոփոխությունները, որոնք մենք ենք առաջարկում, պետք է վստահեն մեր տնտեսական ծրագրին։ Մենք համոզված ենք, որ կկարողանանք ստանալ հասարակության զգալի մասի աջակցությունը և վերադարձնել մարդկանց հավատը լավ կյանքի նկատմամբ»,- նշել է նա։

Վերջին շրջանում «Ուժեղ Հայաստան» կուսակցության գործունեությունը ակտիվորեն նկատվում է հանրապետության տարբեր մարզերում և համայնքներում։

Կուսակցության ներկայացուցիչները պարբերաբար ներկայացնում են տնտեսական ծրագրերի մանրամասները՝ փորձելով ուշադրություն հրավիրել հատկապես սոցիալ-տնտեսական խնդիրների լուծման վրա։

Սամվել Կարապետյանի տնտեսական ծրագրի չորրորդ կետը՝ գյուղերում բերքի երաշխավորված մթերման մեխանիզմի ներդրումը, դիտարկվում է որպես գյուղատնտեսության կայուն զարգացման կարևոր քայլ։

Ծրագրի իրականացումը կարող է նպաստել գյուղական բնակավայրերի տնտեսական ակտիվացմանը, բարձրացնել գյուղացիների եկամուտները և ստեղծել պայմաններ, որպեսզի Հայաստանի մարզերը զարգանան համաչափ և կայուն։
