Վախեցած իշխանության ջղաձգումները. Սուրեն Սուրենյանց

Սուրեն Սուրենյանցը ֆեյսբուքյան իր էջում գրում է.

Ազգային ժողովի ամբիոնից ՔՊ խմբակցության ղեկավար Հայկ Կոնջորյանի հայտարարությունը՝ ուղղված Գագիկ Ծառուկյանին և «Բարգավաճ Հայաստան» կուսակցությանը, հերթական օրինակն է այն քաղաքական հռետորաբանության, որը վերջին տարիներին դարձել է իշխանության գործելակերպի բնորոշ հատկանիշ։

Երբ փաստարկները սպառվում են, քաղաքական դիսկուրսում հայտնվում են պիտակները, փոխաբերությունները և հրապարակային մեղադրանքները։

Կոնջորյանը «Նոյյան տապան» նախաձեռնությունը փորձեց ներկայացնել որպես «տրոյական ձի»՝ ակնարկելով, թե այն իբր ստեղծվել է քաղաքական հատուկ նպատակներով և նույնիսկ կարող է հայտնվել ապօրինի գույքի բռնագանձման գործընթացների շրջանակում։

Նման ձևակերպումները ավելի շատ հիշեցնում են քարոզչական էժան հնարք։

Պետք է արձանագրել պարզ մի բան․ խորհրդարանի ամբիոնը դատարան չէ։ Եթե որևէ գույքի վերաբերյալ կան իրավական հիմնավոր կասկածներ, դրանք պետք է քննվեն դատարանում՝ ապացույցների և օրենքի շրջանակում։ Երբ իշխանության ներկայացուցիչները հրապարակային հայտարարություններով նախօրոք ձևակերպում են «դատավճիռներ», դա ոչ թե իրավական պետության, այլ քաղաքական ճնշման վտանգավոր նախադեպ է ստեղծում։

Նման հայտարարությունները նաև բացահայտում են իշխանության քաղաքական նյարդայնությունը։ Վերջին տարիներին իշխանական խոսույթում ձևավորվել է մի պրիմիտիվ մեխանիզմ․ ցանկացած ազդեցիկ ընդդիմադիր նախաձեռնություն ներկայացվում է որպես «տրոյական ձի», «հին համակարգի վերադարձ» կամ «քողարկված վտանգ»։ Սա քաղաքական պայքարի հին տեխնոլոգիա է, որը կիրառվում է այն ժամանակ, երբ իշխանությունը փորձում է նախապես վարկաբեկել մրցակիցներին՝ դեռ մինչև իրական քաղաքական մրցակցությունը սկսվելը։

Սակայն հասարակությունը լավ գիտի, թե ով է Գագիկ Ծառուկյանը և ինչ դեր է նա ունեցել Հայաստանի քաղաքական և հասարակական կյանքում։ Տասնամյակների ընթացքում նրա գործունեությունը կապված է ոչ միայն քաղաքականության, այլ նաև բազմաթիվ սոցիալական նախաձեռնությունների, կրթության և սպորտի զարգացման ծրագրերի, ինչպես նաև հազարավոր աշխատատեղերի ստեղծման հետ։ Այդ փաստերը հնարավոր չէ ջնջել փողոցային պապուլիզմով:

Իրականում նման հայտարարությունները ավելի շատ խոսում են իշխանության ներքին անհանգստությունների մասին։ Իշխանությունը, որը վստահ է իր արդյունքներին և հանրային աջակցությանը, սովորաբար չի դիմում մշտական պիտակավորման լեզվին։

Ուստի «տրոյական ձիերի» մասին պատմությունները ավելի շատ նման են իշխանության նյարդային արձագանքին, քան լուրջ քաղաքական փաստարկի։ Այս ամենն իշխանության մոտալուտ պարտության անոնսն է:
