«Գյումրիի սցենարը» որպես քաղաքական վախ․ ինչո՞ւ է իշխանությունը շտապում

Հայաստանի ներքաղաքական դաշտում վերջին օրերին ակտիվորեն շրջանառվում «Գյումրիի սցենարի» թեման։ Խոսույթը այն աստիճան է ուժգնացել, որ տպավորություն է ստեղծվում՝ իշխանությունը ոչ միայն արձանագրում է հնարավոր զարգացումները, այլև փորձում է կանխել դրանց կրկնությունը։ Խոսքը այն իրավիճակի մասին է, երբ Գյումրիում «Քաղաքացիական պայմանագիր» կուսակցությունը պարտվեց ընտրություններում, իսկ ընդդիմադիր ուժերի համախմբումը թույլ չտվեց իշխանությանը պահպանել վերահսկողությունը։

Քաղաքական գործիչ Արման Աբովյանը «Փաստի» հետ զրույցում նշում է, որ իշխանությունների անհանգստությունը պայմանավորված է առաջիկա խորհրդարանական ընտրություններով և ընդդիմադիր դաշտում հնարավոր համախմբման հեռանկարով։ Նրա գնահատմամբ՝ իշխանությունը չափազանց վաղ է սկսել նախընտրական տրամադրությունների «զննումը» և շրջայցերի միջոցով փորձում է հասկանալ հանրային իրական տրամադրությունները։

Աբովյանի կարծիքով՝ «Գյումրիի երկրորդ սցենարի» մասին խոսելը ինքնին վկայում է քաղաքական անհանգստության մասին։ «Այնպիսի տպավորություն է, թե խոսքը ինչ-որ անօրինական կամ դատապարտելի երևույթի մասին է, մինչդեռ Գյումրիում տեղի ունեցածը ընտրական գործընթացի արդյունք էր, որտեղ ընդդիմությունը հաղթեց։ Եթե իշխանությունը դա ներկայացնում է որպես վտանգ, ապա դա արդեն քաղաքական ընկալման խնդիր է»,– ասում է նա։

Քաղաքական գործիչը նաև նկատում է, որ ընդդիմադիր ուժերի հնարավոր հետընտրական համագործակցության հարցը դեռևս գտնվում է քննարկումների սկզբնական փուլում, և այս պահին վերջնական ձևավորված գործընթացների մասին խոսելը վաղաժամ է։ Նրա համոզմամբ՝ իշխանության կողմից նման սցենարների ակտիվ շահարկումը վկայում է ոչ թե իրական վտանգի, այլ քաղաքական անվստահության մասին։

Աբովյանը նաև անդրադառնում է սոցիալական որոշումների ժամանակագրությանը՝ հիշեցնելով, որ կենսաթոշակների բարձրացման հարցը բյուջեի ընդունման պահին օրակարգում չէր։ Նրա խոսքով՝ սոցիալական որոշումները պետք է լինեն համակարգային և երկարաժամկետ քաղաքականության արդյունք, այլ ոչ թե իրավիճակային քայլեր։

Ներքաղաքական դաշտում առկա լարվածությունը, փորձագետների կարծիքով, պայմանավորված է ոչ միայն ընտրական մրցակցությամբ, այլ նաև հանրային վստահության խնդրով։

Իշխանության համար ամենազգայուն հարցը շարունակում է մնալ ընդդիմադիր դաշտի հնարավոր համախմբումը։ Այդ համատեքստում հատկապես ուշադրության կենտրոնում է գործարար և բարերար Սամվել Կարապետյանի ղեկավարած «Ուժեղ Հայաստան» կուսակցությունը, որը, ըստ քաղաքական շրջանակների գնահատականների, փորձում է ներկայանալ որպես համախմբող ուժ։

Թե արդյոք «Գյումրիի սցենարը» կդառնա համապետական քաղաքական զարգացումների նախատիպ, ցույց կտա ժամանակը։ Սակայն արդեն այժմ ակնհայտ է, որ այդ թեմայի շուրջ ձևավորվել է քաղաքական զգայուն մթնոլորտ, որտեղ յուրաքանչյուր հայտարարություն դիտարկվում է որպես ընտրական պայքարի մաս։
