Ուստա, ԵՄ-ն փողը չի տվել. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Եվրամիությունը դեռ Հայաստանին չի փոխանցել խոստացված 12 միլիոն եվրո գումարը, որը պետք է օգտագործվի ընտրություններից առաջ՝ պայքարելու «հիբրիդային սպառնալիքների» դեմ։ Դեկտեմբերին Բրյուսելում ԵՄ ընդլայնման հարցերով հանձնակատար Մարթա Կոսը հայտարարել էր, թե ԵՄ-ն Հայաստանին 12 միլիոն եվրոյի աջակցություն կտա՝ առաջիկա խորհրդարանական ընտրություններից առաջ, որ որոշ ինստիտուտներ ավելի արդյունավետ կերպով կանխատեսեն և արձագանքեն հիբրիդային սպառնալիքներին (ԵՄ դիվանագիտության ղեկավար Կայա Կալլասն էլ հայտարարել էր 15 մլն հատկացնելու մասին):

Ըստ Կոսի, ֆինանսավորման նպատակն է ստեղծել վաղ նախազգուշացման և արագ արձագանքման ուժեղ մեխանիզմներ արտաքին աղբյուրներից եկող մանիպուլ յատիվ տեղեկատվության դեմ, աջակցել վստահելի, փաստերի վրա հիմնված նարատիվներին՝ աշխատելով լրատվամիջոցների հետ, ներգրավելով քաղհասարակությանը։

«Փաստի» տեղեկություններով, գումարի փոխանցման, նաև հնարավոր ավելացման հարցերը քննարկելու են մարտի կեսերին, երբ Մարթա Կոսն անձամբ ժամանի Հայաստան։ Մեր աղբյուրի փոխանցմամբ, ԵՄ-ում հակված են գումարներն արդեն գործող լրատվամիջոցների, քարոզչական կառույցների, նաև անմիջապես իրենց վերահսկողությամբ գործող կազմակերպությունների միջև բաշխելուն։ Թեպետ ՀՀ իշխանություններն առաջարկել են մի քանի նոր լրատվամիջոցներ ստեղծել, բայց և հասկանում են, որ մինչ ընտրությունները քիչ ժամանակ կա, և նոր ԶԼՄ-ները կարող են արդյունավետ չլինել։ Ընդ որում, մեր աղբյուրը հայտնեց, որ ԵՄ տրամադրության տակ գործող մի քանի լրատվամիջոցների աշխատանքից փաշինյանական իշխանությունը գոհ չէ, և այդ հարցն էլ քննարկելու են Կոսի այցի ընթացքում։

Հիշեցնենք՝ օրերս հայտնի դարձավ, որ Եվրամիությունը պատրաստվում է օգնել Հայաստանին հունիսին նախատեսված խորհրդարանական ընտրություններում Ռուսաստանի միջամտությունից խուսափելու համար՝ նախ տեղակայելով Կրեմլի ապատեղեկատվության դեմ պայքարող «հիբրիդային արագ արձագանքման խումբ», ապա հնարավոր է՝ ավելի մշտական քաղաքացիական առաքելություն։ Խմբերը մի քանիսն են լինելու, իսկ դրանց համար առանձին ֆինանսավորում կհատկացվի։

Հավելենք նաև, որ մեր տեղեկություններով, այս գումարի հետ կապված որոշակի անհամաձայնություններ կան նաև Հայաստանի քաղաքական դաշտի, այսպես կոչված, արևմտյան սեգմենտում: Խոսքը հատկացվելիք գումարների նկատմամբ վերահսկողության, ինչպես նաև հնարավորինս միասնական հանդես գալու մասին է: Երկու հարցի շուրջ էլ ներկայում համաձայնություն չի կայանում:
