Կարապետյանի աճող վարկանիշը կարող է ստիպել համակարգին` վերանայել խաղի կանոնները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Այսօր տեղեկատվական դաշտում ակտիվորեն շրջանառվում է վարկած, թե իբր իշխանությունները նախընտրական շրջանում որոշել են կալանքից ազատել Սամվել Կարապետյանին և թույլ տալ ակտիվ քաղաքական դաշտ մտնել՝ վստահ լինելով, որ հրապարակային պայքարում նա չի կարողանա արդյունավետ մրցակցել և արդյունքում վարկանիշային կորուստներ կկրի։

Սակայն նման մեկնաբանությունը անտեսում է քաղաքական իրականության ավելի խորքային շերտերը։ Եթե որևէ իշխանություն համոզված լիներ, որ տվյալ գործիչը չունի հանրային աջակցություն և չի ներկայացնում լուրջ մրցակցային ռեսուրս, ապա նրա մեկուսացումը պարզապես անիմաստ կլիներ։ Քաղաքական համակարգերը չեն «խաղում» իրենց կայունության հաշվին՝ փորձարկելու համար թույլ մրցակիցներին։

Իրականում այսօր առավել տեսանելի է մեկ այլ գործընթաց։ Սամվել Կարապետյանի շուրջ ձևավորվող տնտեսական օրակարգը՝ 300 հազար աշխատատեղերի ստեղծման ծրագիր, փոքր բիզնեսի համար 0 % հարկ, դեղերի գների նվազեցում, մարզերի արդյունաբերական և գյուղատնտեսական վերակենդանացում, հասարակության տարբեր շերտերում ստանում է աճող արձագանք։ Սա կոնկրետ առաջարկների փաթեթ է, որը ձևավորում է քաղաքական այլընտրանք։

Այս ֆոնին տրամաբանական է դիտարկել նաև այն տարբերակը, որ օրեցօր աճող վարկանիշի և իշխանության հասնելու իրատեսական սցենարի պայմաններում համակարգի ներսում սկսում են աշխատել ինքնակարգավորման մեխանիզմներ։ Երբ գործընթացը դուրս է գալիս անձնական կամայականությունների դաշտից և դառնում է լայն հանրային պահանջ, իրավապահ և դատաիրավական համակարգում բնականորեն ուժեղանում է ինստիտուցիոնալ պատասխանատվության զգացումը։

Արհեստական բանականության կիրառմամբ ներկայացված ելույթի շուրջ շահարկումները ևս դժվար է լուրջ քաղաքական փաստարկ համարել։ Ժամանակակից տեխնոլոգիաների կիրառումը համաշխարհային քաղաքականության և բիզնեսի բնական բաղադրիչ է։ Սահմանափակումների պայմաններում հաղորդակցության նոր ձևերի ընտրությունը ոչ թե անկարողության, այլ ադապտացիայի և նորարար մտածողության նշան է։

Իսկ ամենակարևորն այն է, որ քաղաքական իրականությունում «վարկանիշը իջեցնելու համար» չեն ազատում այն գործիչներին, որոնց շուրջ օրեցօր ձևավորվում է համախմբում։ Թույլ մրցակիցներին չեն մեկուսացնում, նրանց չեն դարձնում քաղաքական բանավեճի կենտրոնական թեմա և նրանց շուրջ չեն կառուցում պաշտպանական հաշվարկներ։ Նման վերաբերմունքի արժանանում են միայն այն ուժերը, որոնց աճը արդեն իսկ ընկալվում է որպես համակարգային մարտահրավեր։

Ըստ այդմ, Կարապետյանը կարող է ազատ արձակվել, երբ իրավապահ համակարգը իշխանափոխության ռեալ հեռանկարի ֆոնին սկսի խուսանավել Փաշինյանի կամայականությունները սպասարկելուց։
