ԱՆԻՖ-ի «առեղծվածը». ինչ են բացահայտում պաշտոնական թվերը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայաստանի պետական հետաքրքրությունների ֆոնդի (ԱՆԻՖ) գործունեության շուրջ ձևավորված հանրային քննարկումները երկար ժամանակ կենտրոնացած էին այն պնդումների վրա, թե իրականացված ներդրումները եղել են անարդյունավետ և հանգեցրել պետական միջոցների կորստի։ Վերջին հրապարակված պաշտոնական տվյալները հնարավորություն են տալիս թեմային անդրադառնալ հաշվարկների և արձանագրված ֆինանսական արդյունքների հիմքով։

Հիմնադրման օրվանից ԱՆԻՖ-ը ստացել է 4,1 միլիարդ դրամ պետական ֆինանսավորում։ Միևնույն ժամանակ, ֆոնդի դուստր կազմակերպությունների միջոցով 2021– 2024 թվականներին պետական բյուջե է վճարվել 5,5 միլիարդ դրամ հարկ։

Պետական գույքի կառավարման կոմիտեի հարցմանն ի պատասխան ներկայացված տեղեկատվության համաձայն՝ «Ձեռնարկատեր Պլ յուս պետություն հակաճգնաժամային ներդրումներ» պետական ֆոնդի շրջանակում կատարված ներդրումների վերադարձի գործընթացն արդեն մեկնարկել է։ Մասնավորապես, երեք մասնավոր ընկերություններում կատարված ներդրումների մասով միջոցները վերադարձվել են ամբողջությամբ։ Այդ երեք ընկերություններում ԱՆԻՖ-ը ընդհանուր առմամբ ներդրել է շուրջ 2,9 միլիարդ դրամ, մինչդեռ վերադարձված գումարը կազմում է ավելի քան 3,6 միլիարդ դրամ։ Այսինքն՝ արձանագրվել է ոչ միայն ներդրված միջոցների ամբողջական վերադարձ, այլև հավել յալ եկամուտ։

Շշերի կափարիչների արտադրությամբ զբաղվող «Յունիվերսալ Քլոզեր» ընկերությունը ստացել էր 1,6 միլ իարդ դրամ ներդրում և վերադարձրել է 2,1 միլիարդ դրամ։

Բեռնափոխադրումներով զբաղվող «Գլոբալ Քնեքթ» ընկերությունը ստացել էր 700 միլիոն դրամ, վերադարձրել է 921 միլիոն դրամ։ Սնկերի արտադրությամբ զբաղվող «Էեմսի» ընկերությունը ստացել էր 287 միլիոն դրամ, վերադարձրել է 377 միլ իոն դրամ։

Ընդհանուր առմամբ, «Ձեռնարկատեր Պլ յուս պետություն հակաճգնաժամային ներդրումներ» պետական ֆոնդի միջոցով կատարվել է շուրջ 2 941 000 000 դրամ ներդրում, իսկ 2026 թվականի փետրվարի 18-ի դրությամբ ֆոնդին վճարվել է ավելի քան 3 612.9 միլիոն դրամ։ Այս գումարը ներառում է նշված ընկերություններից վերադարձված ներդրումներն ու տոկոսագումարները, ինչպես նաև 195 միլիոն դրամ «Դոմ Արենա» ընկերությունից։

Նախկինում հրապարակված տվյալների համաձայն, ընդհանուր առմամբ, ԱՆԻՖ-ը ներգրավել է շուրջ 81 միլիարդ դրամ օտարերկրյա ներդրումներ, կատարել մոտ 7 միլիարդ դրամ տեղական ներդրում, 2021–2024 թվականներին ապահովել է 5,5 միլիարդ դրամ հարկային մուտքեր պետական բյուջե և ստեղծել ավելի քան 800 նոր աշխատատեղ։

Վերոնշյալ ցուցանիշները ցույց են տալիս, որ առնվազն նշված ծրագրերի շրջանակում իրականացված ներդրումներն ունեցել են չափելի ֆինանսական արդյունք՝ ապահովելով պետական միջոցների վերադարձ և հավել յալ մուտքեր։ Թվային տվյալների հրապարակումը հնարավորություն է տալիս ԱՆԻՖ-ի գործունեության վերաբերյալ քննարկումները կառուցել հաշվարկված և փաստական հիմքի վրա։ Եվ եթե իրականությունը սա է ու ընդհանուր առմամբ, ըստ պաշտոնական տվյալների, բավականին արդյունավետ է եղել ֆոնդի գործունեությունը, ապա, հարց է ծագում, թե ում և ինչու էր պետք վարկաբեկել ԱՆԻՖ- անունը։
