Կենսաթոշակների բարձրացման ոդիսականը և պահի լրջությունը․ Միքայել Մելքումյան

«Առաջարկ Հայաստանին» նախաձեռնության շրջանակում ներկայացնում եմ մեր հասարակության հարյուր հազարավոր ներկայացուցիչների համար թերևս ամենակարևոր սոցիալական խնդիրը՝ կենսաթոշակների և նպաստների անբավարար լինելու հանգամանքը, որը ոչ միայն մտահոգում է այսօր, այլև սպառնում է վաղվա սոցիալական կայունությանը։ Այս խնդիրը պահանջում է համակողմանի և խորքային վերլուծություն, ինչպես նաև երկարաժամկետ լուծումներ, որոնք կունենան իրական ազդեցություն մեր հայրենակից թոշակառուների կենսամակարդակի վրա։

Երեկ իշխանության կողմից հայտարարվեց, որ ս/թ ապրիլի 1-ից ցածր թոշակ ստացող մեր համաքաղաքացիների կենսաթոշակը կբարձրանա 10 հազ. դրամով, իսկ միջին և բարձր թոշակ ստացողներինը կավելանա ավելի քիչ։ Թոշակների բարձրացման հիմքում, ըստ հայտարարության, դրված է սպասվածից ավելի մեծ տնտեսական աճը։

Նշենք, որ 2025թ. պաշտոնական տվյալներով ՀՀ ՀՆԱ-ի աճը կազմել է 7,2 տոկոս՝ նախատեսվածի 5,6%-ի փոխարեն։ Այսպիսով, սպասվածից ավելի աճը կազմում է 1,6 տոկոս։

Ի՞նչ գումար է կազմում 1,6 տոկոսի աճը: Մոտավոր հաշվարկներով դա կազմում է 25–40 մլրդ դրամ։ Այս գումարով կարելի է բարձրացնել բոլոր թոշակառուների թոշակը 5 հազար դրամով, իսկ 40 մլրդ դրամով հնարավոր է բարձրացնել 330 հազար քաղաքացու թոշակը՝ 10 հազար դրամով։

Այսպիսով, մեր կենսաթոշակառուների շուրջ կեսի թոշակները կբարձրանան 10 հազար դրամով։ Սակայն խնդիրը կայանում է նրանում, որ միջին թոշակը, որը կազմում է մոտ 50 հազար դրամ, նույնիսկ մի փոքր բարձրանալու դեպքում չի հավասարվի նվազագույն կենսապահովման զամբյուղին, որը կազմում է 83 հազար դրամ։ Արդյունքում 100 հազարավոր թոշակառուներ կրկին կմնան աղքատության տիրույթում։

Մենք տարիներ շարունակ նշում էինք, որ թոշակների բարձրացման հիմքը պետք է լինի տնտեսական աճը։ Եղել են տարիներ, երբ տնտեսական աճը եղել է երկնիշ, սակայն արդեն 6 տարի է, որևէ անգամ թոշակ չի բարձրացել։ Այսպիսով, խնդիրն է, թե ինչպես ապահովել թոշակների մշտական աճ՝ գնաճին համապատասխան ինդեքսավորման միջոցով։

Հասկանալի է նաև, որ թոշակառուները բարձրացված 10 հազար դրամը չեն խնայելու, և առևտրի ու ծառայությունների ոլորտի շրջանառությունները այդ չափով կավելանան, ինչպես նաև հավաքագրվող հարկային մուտքերը կաճեն։ Սակայն գլխավոր խնդիրը ապրանքների ու ծառայությունների գնաճի մակարդակի արդյունավետ կարգավորումն է, այլապես թոշակների մակարդակի աճը «կխժռի» գնաճը։

Լուծում

Մշտապես գնաճին համապատասխան ինդեքսավորել թոշակների մակարդակը։

Միջին կենսաթոշակները չպետք է ցածր լինեն նվազագույն կենսապահովման զամբյուղի մակարդակից։
